Whether it is tracking sales, monitoring usage, or reporting on sustainability efforts, our solution ensures timely, accurate information that supports effective contract management.
Sales and Usage Reporting Our platform generates detailed sales and usage reports that capture transaction-level data. These reports can be customized by date range, product type, and agency to provide a clear view of purchasing patterns. Sales reports include quarterly and annual summaries that help participating entities analyze procurement trends, track revenue, and evaluate contract utilization.
Usage reports are particularly valuable for monitoring the consumption of high-demand items and services over specified periods. These reports allow users to identify patterns, anticipate future needs, and make informed decisions. All data is presented in an easy-to-understand format, with options for visualization through dynamic dashboards, charts, and graphs. For added flexibility, users can filter and customize the data fields to focus on specific product categories or geographic areas.
Sustainability Reporting and Labeling As sustainability becomes a growing priority, 1596 offers dedicated sustainability reporting to help track eco-friendly procurement efforts. A successful implementation of a Master Agreement requires a well-structured approach that ensures seamless coordination, customization, and efficient rollout. 1596’s implementation plan is designed to be scalable and adaptable to meet the needs of each Participating Entity. Leveraging our experience with similar platforms, we can deploy an efficient solution that balances functionality, customization, and rapid deployment.
Resources and Assistance Required from Participating Entities To ensure a smooth transition and full operational efficiency, 1596 will collaborate closely with each Participating Entity.
We require the following from each agency to customize and optimize the platform:
• Primary Point of Contact (POC): Each entity will designate a representative to streamline communication, provide approvals, and coordinate requirements.
• Operational Requirements: Details on specific product catalogs, service needs, procurement workflows, and any compliance or reporting requirements.
• IT Integration Support (if applicable): For entities requiring integration with existing eProcurement systems, technical documentation and IT coordination will be necessary.
• Approval Workflows: Specification of any internal review or authorization processes for order approvals.
Timeline and Online Ordering System Deployment 1596’s implementation is designed for rapid and flexible deployment depending on the level of customization required by each Participating Entity.
Phase 1 – Initial Engagement & Site Setup (0–30 Days)
• The master ordering site will be built within 30 days from contract execution.
• Basic product catalogs (e.g., equipment and uniforms that don’t require customization) can be loaded immediately, allowing for quick activation per location.
• During this period, Participating Entities will provide their product specifications, approval workflows, and operational preferences to tailor the system.
Phase 2 – Expansion & Customization (10–15 Days per Additional Site)
• Once the master site is live, additional site locations or satellite portals can be added within 10–15 days based on how the rollout is structured.
• If the Participating Entity opts for a basic ordering structure without backend inventory management, the expansion can proceed quickly.
Phase 3 – Full Customization & Backend System Implementation (Up to 60 Days)
• If a more intricate system is required, similar to the ATF two-sided platform, where VQS manages and monitors backend operations, this will require up to 60 days for full implementation.
• This includes:
• Custom workflows for order approvals, invoicing, and tracking
• Advanced backend functionality for inventory control and vendor management
• Integration with Participating Entities’ existing procurement systems (if applicable)
• During this time, Participating Entities will be trained on the system’s front-end usage, while VQS will establish backend monitoring capabilities.
Phase 4 – System Testing & Training (Final 10–15 Days)
• Prior to full deployment, 1596 will conduct rigorous testing to ensure the system functions as intended, including stress testing for high-volume orders.
• A comprehensive training and onboarding program will be available for all end-users, including:
• Virtual and on-site training sessions
• User guides and tutorials
• Live support and help desk integration
Phase 5 – Full Implementation & Ongoing Support (Day 60 and Beyond)
Arizona Department of
• The system will be fully operational within 60 days for Participating Entities requiring backend monitoring, with continuous support and customization available as needed.
• Ongoing account management and technical assistance will be provided to optimize usage and troubleshoot any issues.

Examples of Past Emergency Assistance 1596, in partnership with its mentor Cotton Commercial USA (Cotton), has a proven track record of successfully implementing emergency response and disaster recovery plans as well as executing the necessary services. A prime example of our capabilities was our response to Hurricane Ida in Louisiana.
When Hurricane Ida struck, Cotton was contracted by FEMA to support the state of Louisiana and provide temporary housing, infrastructure support, and wrap-around services. Within hours of activation, our team mobilized to set up and manage more than 2,500 Containerized Living Units (CLUs) across multiple sites in Louisiana. These facilities included full-service accommodations, housekeeping, maintenance, and essential support systems, ensuring displaced residents and emergency responders had secure and operational housing.
Our response included:
- Deployment of emergency teams within 12 hours of FEMA's request.
- Setup of full-service temporary living units, sanitation facilities, and infrastructure for sustained recovery.
- Coordination of supplies, power, and water resources across multiple impacted regions.
- Continuation of site management and operational support for several months post-disaster to ensure stability.
