Attachment 12: Method of Approach Customer Service
1. Method of serving participating entities The team members monitoring our emergency callout lines have access to account and activity records, and they have the authority to initiate the deployment process whenever needed. Participating entities receive responsive, personalized services regardless of time or geographic location.
2. Hours of operation SLS uses a callout number and email address that are monitored 24 hours a day, 365 days a year. The SLS emergency response team is available on demand by contacting us at:
Phone: 832.413.5938 Email: 24-7@slsco.com
3. Help with finding sustainable products Training for Compliance
Our team undergoes continuous training to ensure compliance with environmental regulations, effective sanitation and disinfection protocols, and strategies for reducing waste. Our vendors are carefully selected for their professionalism and commitment to compliance with all sanitation regulations for gray and black water storage and disposal.
National Green Building Standard
Our company has earned the National Green Building Standard (NGBS) certification, the first residential green building rating system approved by the American National Standards Institute (ANSI). This program provides independent, third-party verification that a home, building, or land development is designed and built to achieve high performance in the six key areas of Site Design, Resource Efficiency, Water Efficiency, Energy Efficiency, Indoor Environmental Quality, and Operation and Maintenance.
Commitment to this program ensures that construction preserves natural resources in land development, limits pollutants and contaminants in the home environment, and benefits home residents via fresh air ventilation and lower utility costs. In our company’s Puerto Rico CDBG-DR housing program, SLS has constructed over 500 Green Building-certified homes over the past three years.
4. Quality assurance measures Quality control is critical in emergency response scenarios. SLS monitors performance through regular evaluations and constant communications with client team members on the ground. Our team leaders are empowered to address quality concerns unilaterally in emergency environments, and they are required to provide daily situation reports that include steps taken to address any quality issues. This allows our purchasers and suppliers to rapidly compensate for deficiencies before they become systemic.
5. Resolving customer service issues Purchasing Entities who experience concerns with our products and services can initiate remedies with their field team leader, who is empowered to address those concerns directly. In the event that an issue
SLSCO LTD. | February 20, 2025 requires the resources of the larger SLS team to address, the field team leader will directly engage the SLS leadership team. Quality solutions can include anything from rapid replacement shipments of supplies to the replacement of vendors and team members. SLS will take whatever steps are necessary to correct service issues as seamlessly as possible.
6. Addressing out of stock items SLS is committed to providing services, products, and equipment that meet the needs of our customers quickly and efficiently. In the event that specific brands or equipment types are unavailable, SLS will work with the Purchasing Entity to quickly identify and deploy acceptable substitutes.
7. Online ordering Due to the nature of the services that we provide, SLS does not support direct online purchases of services. Requisitions placed through eProcurement are forwarded to our contract service management team, and these team members reach out to Purchasing Entities directly to initiate deployment protocols.
8. Return policy While the nature of the services and products contemplated in the solicitation make return requests unusual, SLS is committed to not only customer satisfaction, but also the safety and security of our clients’ constituencies. We work alongside all of our customers to provide the highest quality emergency response solutions, and we will collaborate with them to address any areas where their expectations have not been met.

Supply Chain and Logistics Management
1. Contract management Ongoing coordination of product availability and service turnaround
SLS teams maintain constant readiness states and are prepared to deploy upon activation by the Purchasing Entity within 24 to 48 hours. SLS maintains inventories of critical response supplies and equipment around the country. SLS also maintains lines of communication with our suppliers so that we are able to anticipate and adapt to probable supply shortage eventualities.
Training of staff regarding an awarded contract
When a new contract is awarded, the SLS contracts team sends out notification to our Program Managers regarding the details of the contract. The SLS Program Managers review the contract requirements and highlight any exceptions or modifications from standard operating procedures. The contract and associated operating notes are filed in our system of record. Field teams regularly review contract operating notes during the course of their standard preparation activities.
Furthermore, the contract relationship team periodically interviews clients to understand their satisfaction with SLS services, as well as to determine whether there have been changes in the client’s emergency response priorities or changes to the anticipated needs of the client’s constituency.
New user account set-up
We ask that new users provide us with a copy of their most recent W-9 (as applicable) to initiate the account set up process. We also ask that new users complete a copy of our Account Qualification Questionnaire which is provided below.
Once an account has been created for a Purchasing Entity, the SLS contract team will follow up with the client to coordinate new client training and walk them through emergency activation protocols.
SLSCO LTD. | February 20, 2025
2. Marketing of an award SLS does not engage in marketing campaigns.
SLSCO LTD. | February 20, 2025
Reporting SLS utilizes several different methods of record management for project execution. Scenarios The State has asked that we supply the methodology and pricing for three scenarios. The pricing has been supplied in the designated Pricing Sheet. The core deployment methodology for each of the assigned scenarios is the same and is described below. Following that, we have supplied staffing and equipment predictions for the parameters described for each scenario; changes in variables would result in amended staffing and equipment predictions. However, regardless of the circumstances of any task order, SLS’s commitment to flexibility, agility, and responsiveness remains constant. Whatever the need or conditions on the ground, our teams stand ready to support the response.
Core Deployment Methodology Mobilization
SLS has extensive experience staffing and deploying all manner of emergency response initiatives. Our team leverages local resources to provide the Purchasing Entity with timely and efficient mobilization. SLS can embed personnel at the State Emergency Operations Center (SEOC) for 24/7/365 coverage to ensure readiness and rapid response.
Our policies and procedures align with the management principles and standards defined by the National Incident Management System (NIMS) and National Response
Framework (NRF), enabling us to execute critical response missions quickly. These systems, refined through extensive real-world experience, allow SLS to activate and set up core services—such as sleeping accommodations, feeding, and personal care—within hours of activation, ensuring that essential services are operational without delay.
Within 24 Hours
• Deploy SLS Response Team Leads to coordinate with the Purchasing Entity.
• Collaborate with the Purchasing Entity to confirm deployment locations and assess the site’s physical condition.
• Establish any essential utilities based on site-specific needs and requirements.
• Determine site capacity by identifying the number of individuals the site will accommodate.
• Activate key suppliers to ensure timely delivery of equipment, materials, and other resources necessary for full site functionality.
Upon activation, SLS will deploy Response Team Leads to meet with the Purchasing Entity and quickly mobilize all necessary equipment. Leadership will remain on the project, providing real-time agility and making immediate decisions.
The following task summary details sample activities required for mobilization, deployment, and operations to meet the Purchasing Entity’s requirements. These tasks are modular and scalable to meet the situational complexity. The tasks detailed below are general and can be modified. All services will be provided and/or performed within the agreed-upon timeframes the Purchasing Entity and will equip the Purchasing Entity’s personnel with the ability to operate as efficiently as possible.

Site Operations Plan Once site-specific needs are addressed, the SLS Program Manager will transition operations to a dedicated field support team under the leadership of the Site Coordinator. This team, consisting of at least three field support staff, will manage daily operations, ensuring continuity, safety, and operational efficiency through rotating shifts. Two staff members will always be on duty together to promote readiness and maximize effectiveness.
In collaboration with administrative personnel, the Site Coordinator oversees asset tracking, personnel management, and incident reporting. With the Purchasing Entity’s approval, SLS will utilize an incident management application to scan and track service populations, personnel, and mission assets. Daily reports are generated and submitted to the Purchasing Entity to ensure accurate cost monitoring and compliance. These measures ensure that SLS can maintain a safe, efficient, and compliant service environment for all service populations and site personnel.
Demobilization Plan SLS will initiate the demobilization process upon receiving notification from the Purchasing Entity. The timeline for full demobilization will depend on the size and scope of the project. Once operations have stabilized and run according to the established plan, SLS will collaborate closely with the Purchasing Entity to develop a comprehensive demobilization strategy.
This plan will outline the phased withdrawal of personnel and the orderly removal of assets. As resources are taken offline, SLS will ensure operations sites are restored to original conditions, meeting all applicable safety and environmental standards. The process from reclamation is below:
Develop a detailed plan in collaboration with the Purchasing Entity, outlining timelines and tasks.
Phase out personnel as site operations are reduced.
Remove units and temporary infrastructure, including shelters, equipment, and utilities.
Restore sites to pre-activation conditions, ensuring compliance with regulatory and contractual requirements.
SLS's approach to demobilization guarantees that all tasks are completed efficiently and in alignment with the Purchasing Entity’s expectations, minimizing disruption and ensuring a smooth transition back to normal site operations.

Scenario 3: Temporary Support Center Deploy and set-up a Temporary Support Center (power, communications, morgue) after a devastating fire sweeps thru the City of Welton (Yuma County).
We would model this temporary support center after the emergency base camps that we deploy, and we modify the standard base camp deployment to meet the added buyer needs of a command center and a morgue facility. We have experience converting refrigeration trailers into temporary morgue facilities in emergency scenarios, and we would leverage our healthcare staffing network to deploy qualified morgue operations teams.
In the event that site conditions prohibit the use of the Purchasing Entity’s existing communications infrastructure, SLS supports command center communications through several satellite options.
First, SLS can coordinate the delivery of an AT&T Network Disaster Recovery Connectivity SatCOLT (Satellite Cellular on Light Truck), a mobile cell site vehicle that connects to the AT&T network via satellite. This solution is supported by a 600 kW generator and facilitates site communications with reliable internet connectivity.
SLS can also deploy Starlink satellite technology to provide high-speed broadband internet service for client operations. Starlink technology connects teams across operational sites, provides system redundancy, and supports project reporting even in the most remote locations.
