About this file
This document is an attachment of references for a state and local contract solicitation (No. BPM006719) for Emergency Response Services and Solutions, issued by the Arizona Department of Administration State Procurement Office. The references include detailed projects from three state agencies: North Carolina Emergency Management, California Department of Public Health, and Texas Department of Public Safety's Division of Emergency Management, demonstrating the contractor's (SLS) capabilities in emergency response and support services.
The contract references highlight SLS's ability to provide comprehensive emergency response solutions, including base camp operations, medical staffing, and logistical support during crisis situations. Services encompass setting up fully equipped base camps with lodging, catering, sanitation facilities, and medical support for first responders during events such as hurricanes, wildfires, and pandemic responses. The references showcase deployments ranging from 250-300 personnel, with rapid mobilization capabilities (e.g., setting up a base camp within 35 hours for Texas wildfire response) and the flexibility to scale services based on evolving emergency needs across different state jurisdictions.

In response to Hurricane Helene's devastation, SLS provided operational base camps for first responders and state personnel, delivering essential turnkey services. These base camps include all necessary facilities, such as sleeping quarters, shower trailers, restrooms, and full-service laundry trailers, to ensure critical responders have a comfortable and functional environment away from home.
In addition to these core amenities, each camp offers full-service catering, janitorial, medical support, and dedicated site security to maintain a safe and secure environment. By covering all daily needs, SLS enables responders to recharge and stay focused on their mission, ensuring their safety and well-being throughout their deployment.

Summarize the scope and deliverables provided, including timeline and outcome.
SLS Health was tasked by the California Department of Public Health to provide medical staff augmentation in hospitals in response to the COVID-19 surge in January 2021. Later, activations include medical staffing support for vaccination services, migrant sites, and monoclonal antibody infusion clinics. In 2022, services were extended to provide medical staffing for first responders and evacuees related to wildfires.
SLS deployed more than 15,300 staff deployments to support the State of California. The contract award was initially for Medical Surge Staff. The State took notice of our broad scope of personnel and our ability to pull diverse, professional, clinically excellent resources on short notice and expanded the contract to include other service areas, such as vaccination support and shelter staffing.

Summarize the scope and deliverables provided, including timeline and outcome.
SLS was activated by the Texas Division of Emergency Management (TDEM) to set up a base camp for 250 people responding to the multiple wildfires that burned over one million acres in the Texas Panhandle. Upon receiving the Notice to Proceed on February 29 at 1 p.m., the SLS mobilized within seven hours to set up the base camp near the city of Canadian, TX, to house responders such as firefighters, emergency management personnel, members of the National Guard, and medical staff. The base camp was fully operational within 35 hours, when onsite catering provided responders with an evening meal.
The SLS team deployed mobile lodging, command trailer, restroom, shower and laundry trailers with self-contained sanitation, handwashing stations, light towers, dining tents, and onsite catering operations. As firefighters worked to contain the wildfires, TDEM requested an increase to a capacity of 300 on March 4 through March 8, 2024, and then scaled back to an occupancy of 250 for the remainder of the activation.
