Summary of Eagle Mountain WWTF Oxidation Ditch Upgrades Project Specifications

This document is a comprehensive project manual and specification set for the Eagle Mountain Wastewater Treatment Facility (WWTF) Oxidation Ditch Upgrades, prepared by Advanced Engineering and Environmental Services, LLC (AE2S) for Eagle Mountain City, Utah. The project, designated as GMP No. 2 under a Construction Manager/General Contractor (CM/GC) delivery method with MGC, Inc., involves construction of infrastructure improvements to increase the oxidation ditch rated capacity to 2.0 million gallons per day (MGD) average daily flow. The work scope includes construction of one large platform in the Oxidation Ditch to support three vertical turbine solids-handling pumps, retrofitting an existing cannibal tank repurposed as the Oxidation Ditch Swing Zone with two existing aerator mixers, and all associated civil earthwork, grading, yard piping, structural work, process piping, electrical systems, instrumentation, and controls. The project is located at 2515 N Pony Express Boulevard, Eagle Mountain, Utah 84005, with an expected construction start date of July 2026 and a nine-month construction duration. Critical work sequences emphasize maintaining continuous wastewater treatment operations with minimal shutdowns throughout the upgrade period, requiring detailed coordination among all trades and with the Owner and Engineer.

The specifications provide detailed requirements across all construction disciplines, including Division 01 General Requirements, Division 02-03 Concrete and Demolition, Division 05-06 Structural and Metal Work, Division 08-09 Openings and Finishes, Division 26 Electrical Systems, Division 31-32 Earthwork and Exterior Improvements, Division 33 Utilities, Division 40 Process Integration, Division 43-46 Equipment and Process Systems, and specialty divisions. Contract requirements include submission of a bid bond for 5% of the total project bid amount with bidding documents, proof of insurance with the bid, and posting of 100% Performance and Payment Bonds at contract execution. The Contractor is responsible for all labor, materials, equipment, mobilization, bonding, insurance, testing, start-up, demonstration, training, and commissioning of all systems. Payment will be made based on work progress according to an approved Schedule of Values, with applications processed monthly, and final payment contingent upon substantial and final completion of all work, including submission of record documents, warranties, spare parts, and operation and maintenance manuals. The project specifications incorporate current industry standards including NEC, NFPA, ASTM, AWWA, ACI, and AISC standards, with particular emphasis on quality control, environmental compliance, and operational readiness prior to project close-out.
