About this file
This is a State Insurance Program Requirements attachment for a contract opportunity between Washington County, Oregon, and a community-based provider for a Juvenile Delinquency First-Time Offender Diversion program. The contract requires the selected provider to develop and implement a community-based diversion program that serves youth referred for first-time, low-level delinquent offenses. The program will focus on guiding youth to take responsibility for their actions, supporting victims through restorative practices, and engaging youth in positive activities that build skills and strengthen community connections. The provider will work collaboratively with the Juvenile Department, school districts, law enforcement agencies, and other community organizations to develop, launch, implement, and evaluate the diversion program, with the goal of keeping youth connected to supportive environments and promoting healthy development while fostering safer communities.
The contractor must defend, indemnify, and hold harmless the State of Oregon, its agents, officers, elected officials, and employees from all claims, demands, and judgments arising from the negligent performance or willful misconduct of the contractor or its subcontractors. The contractor is required to name the State of Oregon, its officers, employees, and agents as Additional Insureds with respect to activities performed under the contract, with coverage that is primary and non-contributory to any other insurance or self-insurance. The County agrees to promptly notify the contractor in writing of any claims and to cooperate in a reasonable manner to facilitate defense of such claims.
