About this file
This is a Request for Proposals (RFP) issued by the Stone County Board of Supervisors in Mississippi for county-wide public property debris collection and disposal services in preparation for the 2025 Hurricane Season. The solicitation seeks a contractor to provide comprehensive debris management services, including personnel, equipment, transportation, and disposal for all public property within Stone County (excluding the City of Wiggins) in the event of a federally or state-declared disaster. Sealed bids will be received until 10:00 a.m. on June 16th, 2025, at the Stone County Courthouse, with bid opening and reading scheduled immediately after. The contract will cover expeditious collection and removal of debris from county road rights-of-way and other county properties to restore traffic flow, ensure safety, and maintain access to critical public facilities.
The proposal requires bidders to provide unit pricing for various debris management activities, including vegetative debris collection and hauling, construction and demolition (C&D) debris handling, tree operations, final disposal, and specialty item removal. Bidders must comply with FEMA, MEMA, and other federal and state regulations, and will be responsible for securing disposal sites, managing debris reduction techniques like grinding and air curtain burning, and handling hazardous materials. The county emphasizes local resource utilization and requires contractors to have a Mississippi business license. Performance and payment bonds of up to $2,000,000 may be required, and bids will remain valid for 180 days. The contract is structured to secure competitive pricing prior to a potential emergency event and does not represent a guaranteed project.
