About this file

This is an evaluation criteria scorecard for a Massachusetts Department of Elementary and Secondary Education (DESE) solicitation (27TALAM1) to facilitate the World Languages Advisory Team and develop statewide resources supporting implementation of the 2021 World Languages Curriculum Framework. The vendor will be responsible for leading advisory meetings, analyzing proficiency data and stakeholder feedback, and developing a best practices manual, course outcome matrices, official guidance, and related implementation resources during FY27-28. All bidders must demonstrate seven required qualifications to advance in the evaluation process, including experience facilitating virtual focus groups of educators, commitment to serving historically underserved student populations, current knowledge of second language acquisition and Heritage Languages research, familiarity with the 2021 MA World Languages Curriculum Framework and ACTFL World Readiness Standards, experience collecting and analyzing educational data particularly related to language proficiency assessments, exposure to diverse world language program settings, and demonstrated expertise in drafting educational guidance materials for school districts or state agencies.

The scorecard establishes a maximum of 100 points for evaluation across nine additional criteria weighted by multipliers ranging from one to four. Key evaluation areas include knowledge of specific 2023-2025 Heritage Languages resources (5 points), quality of the narrative demonstrating understanding of the work (10 points), feasibility of the project plan (20 points), quality of educational guidance samples (15 points), advisory-group work samples demonstrating facilitation ability (15 points), data-analysis work samples (15 points), qualifications of proposed key staff through resumes (5 points), references demonstrating successful completion of relevant work (5 points), and completeness and reasonableness of budget and budget narrative (10 points). A five-point scoring scale ranging from Non-Responsive (0 points) to Outstanding (5 points) is applied to each criterion to assess bidder qualifications and deliverable quality.
