About this file

This is a Performance Measures document for a state and local contract opportunity issued by the Massachusetts Department of Elementary and Secondary Education (DESE) for World Languages Advisory Team (WLAT) facilitation and framework support services. The vendor will facilitate WLAT meetings, analyze course-level proficiency data, and develop implementation resources aligned with the 2021 World Languages Curriculum Framework. Specific deliverables include a Programmatic Practices Manual, course-outcome matrices, Department guidance documents, and webinar slide decks. The contract spans two fiscal years: FY2027 and FY2028, with four WLAT meetings scheduled for FY2027 and two to four meetings for FY2028. The vendor is expected to collect, analyze, and present year-end summaries of proficiency data and advisory team feedback annually.

The performance measurement framework establishes quantifiable outcomes, outputs, and effectiveness metrics to evaluate vendor performance throughout the contract term. Program outcomes include WLAT members' ability to effectively collect and analyze data (50% achievement target for both years) and delivery of high-quality implementation resources (0% Year 1, 100% Year 2). Program outputs measure the completion of WLAT meeting materials and publication-ready resources, with corresponding 50% and 100% annual targets. Program effectiveness is assessed through WLAT member satisfaction surveys conducted at meetings (50% targets for both years) and DESE's final review and acceptance of all deliverables in FY2028 (0% Year 1, 100% Year 2). The contract requires all final resources to be accurate, practical, accessible, web-ready, and fully aligned with Department expectations.

Performance Measures

Alternate ID #: 27TALAM1 COMMBUYS Bid #: BD-27-1026-DOE02-DOE01-133774 Agency Staff Use Only (This document will be used to evaluate the performance of each awarded vendor) Performance Contracting: Performance contracting is the process of identifying and measuring the results, outcomes or products obtained from a contract through the use of measurable indicators. All procurements are expected to contain quantifiable and clearly defined performance expectations.

Program Outputs
Are the quantity of services or work conducted (i.e., the # of participants or the # of training sessions provided).
Program Efficiency
Examine the cost of an outcome or output (i.e., cost per participant or cost per training session). An efficiency measure makes it possible to begin evaluating “reasonable” costs for the requested service.
