About this file
This Addendum No. 1 is issued by the School Board of Lake County Schools District, Florida for solicitation 26-0807-B-KK945 regarding Low Voltage and Communications Systems installation labor services. The addendum addresses 24 questions and clarifications submitted by prospective bidders regarding the original Invitation to Bid (ITB) prior to the August 20, 2026 addendum deadline. The scope of work encompasses installation, maintenance, repair, and modification of intercom systems, security systems, clocks, public address systems, data lines, CCTV, telephone systems, and fiber optic cabling across approximately 51 school sites within the district. Bidders are not required to price all scope services but will only be eligible for award on scopes for which they submit bids. Site walks are preferred, particularly for work involving conduit, trenching, or directional boring, to verify existing conditions, and drawings, floor plans, and site-specific quantities will be provided with individual work orders when available. The initial contract term is three years with two one-year renewal options, with bids due September 1, 2026 at 2:00 PM EST and School Board action scheduled for September 28, 2026.
The addendum clarifies that contractors must furnish all installation materials including cable, conduit, boxes, and fittings, while the School Board supplies system-specific hardware and designated repair parts. All structured-cabling installations must comply with a 25-year manufacturer system warranty with all warranty-related costs included in bid pricing. Bidders must hold a current State of Florida electrical contractor license (EF, EC, EY, EH, ES069, or ET069) and are not required to hold both a Journeyman Electrical License and a separate contractor license; however, professional licensing and insurance requirements have been modified from the original ITB, with Automobile Liability and Professional Liability insurance no longer required for this contract. Historical spending demonstrates fiscal year 2024-25 expenditures of $144,291, fiscal year 2025-26 expenditures of $93,644, and year-to-date fiscal year 2026-27 expenditures of $51,963. Pricing must remain firm throughout the three-year initial contract term; however, the District will incorporate an annual price escalation clause allowing vendors to initiate an annual price review capped at the prevailing Consumer Price Index (CPI) rate. Davis-Bacon requirements apply only to federally funded work, with vendors responsible for confirming wage determinations on SAM.gov when applicable. Projects valued at $200,000 or more require a performance bond, though historical projects have remained well under this threshold. The District anticipates typically only one to two projects running concurrently, with the contract awarded as a pool structure to distribute work among multiple vendors.

ADDENDUM NO. 1
August 20, 2026
26-0807-B-KK945 Low Voltage and Communications Systems
The original ITB documents shall remain in full force and effect, except as modified herein, which shall take precedence over any contrary provisions in the prior documents.
This addendum is being issued to address questions received. Questions contained herein are written exactly as submitted. No changes or edits to the verbiage have been made:
The following are questions and answers regarding the above mentioned solicitation:
1. Question: 1. Do all scope services need to be priced for consideration?
2. For items 1.1:1.7, wiring drop pricing, is it assumed new j-hook pathways will be required. If so are we to include those in the per foot cost?
3. Section 1.3. What size conduit is typical for this work?
4. Section 2.6. Please confirm if this price is per strand terminated?
5. Sections 3.1 & 3.2. What size conduit should be used for price calculation?
Answer: 1. No, all scopes don’t need to be priced for considerations, however you will only be eligible for award for the scopes you bid.
2. J –Hooks may or may not be in the area to use for the wiring path and should be included in your pricing.
3. Three-Quarters (¾) inch conduit
4. Yes, the price is per strand terminated
5. Two (2) inch conduit
2. Question: a. Please provide the estimated annual quantities, historical usage, or evaluation weight for each Cost Proposal Form line item. The current pricing form contains unit-price items but does not identify estimated quantities for bid evaluation.
b. What approximate annual work volume should each awarded vendor expect?
c. As this is an "as needed" term contract with no disclosed estimated quantities, can the District provide historical spend, task order volume, or call frequency under the prior/expiring contract for this scope of work — to help bidders appropriately scale pricing and staffing?
Answer: The amount of work varies from year to year, and there is no established set of annual quantities.
In fiscal year 2024-25 the district spent $144,291, in fiscal year 2025-26 the district spent $93,644, and YTD for fiscal year 2026-27 $51,963 has been spent.
3. Question: Please confirm whether bidders must hold both the State of Florida Journeyman`s Electrical license identified under Qualifications and one of the EF/EC/EY/EH/ES069/ET069 contractor licenses identified under Specifications, or whether the applicable contractor license satisfies the requirement.
Answer: The applicable Florida contractor license for the specific scope of work will satisfy the licensing requirement; bidders are not required to hold both a Journeyman Electrical License and a separate contractor license. Contractors shall comply with all applicable Florida licensing requirements for the specific work performed
4. Question: Please confirm which insurance schedule controls. The ITB requires $500,000 Automobile
Liability and $1,000,000 Professional Liability, while the supplied Sample Agreement requires $1,000,000 Automobile Liability. Please also confirm whether Professional Liability is required for this specific contract.
Answer: Since the scope does not include the transportation of our employees or students Automobile Liability naming the district as an additional insured will not be required for this contract. Professional Liability is also not required for this specific contract.

5. Question: a. Please confirm whether this solicitation or any anticipated work orders are subject to prevailing wage/Davis-Bacon requirements. If Davis-Bacon will apply, please identify how federally funded work orders will be identified and whether the applicable wage determination will be provided with each work order.
b. Please confirm whether this contract, or any individual work orders issued under it, are subject to prevailing wage requirements and/or the Davis-Bacon Act. If Davis-Bacon or any prevailing wage requirement applies, please provide the applicable wage determination(s), funding source, labor classifications, and certified payroll/reporting requirements that contractors will be required to follow.
Answer: Most of the work done under this contract is done under the department’s “General Fund” budget.
Since the Davis-Bacon Requirements would only apply to construction work that is federally funded, the department can advise you of the funding source when they request the quote or discuss the scope of the specific project. In the case that the Davis-Bacon requirements do need to be met, the vendor is responsible for confirming the wage determinations on SAM.gov.
6. Question: Please clarify material responsibility by work type. The ITB states that LCSB expects to provide certain system-specific components/repair parts, including cables and conduits, while other provisions and the Cost Proposal Form require the contractor to furnish cable, conduit, boxes, fittings and related materials.
Answer: The Contractor shall furnish all materials required to complete the work, including cable, conduit, boxes, fittings, and related installation materials.
LCSB will furnish system-specific hardware, including cameras, mounts, door access control hardware, and designated repair parts/components.
In summary, LCSB provides the system hardware; the Contractor provides the installation materials and all materials necessary to complete the work.
7. Question: Division 27 requires manufacturer substitution approval 30 days prior to bid opening; however, the period between solicitation release and bid opening is less than 30 days. Please confirm whether substitutions will be permitted for this ITB and the applicable approval process/deadline.
Answer: We don’t normally allow for substitutions, but if it is needed the substitution would need to be communicated at the quoting phase and approved prior to the issuance of a purchase order.
8. Question: Please confirm the bonding requirement for individual projects valued at $200,000 or more, specifically whether both payment and performance bonds will be required or only the performance bond specifically referenced in the ITB.
Answer: If a project is over $200,000 we would require a performance bond before the work could begin, however, the past projects included in this scope have been well under the $200,000 limit. Please see the annual contract spend listed in question number 2.
9. Question: Please confirm normal allowable working hours at school facilities, after-hours/weekend requirements, and how emergency, overtime or off-hours work is to be priced, as the Cost Proposal Form does not contain separate overtime/emergency labor rates.
Answer: Working hours will depend on the work scope and location. Work may be performed during normal school hours when feasible; however, certain work may be required after hours or on weekends to avoid disruption to school operations.
No separate overtime, emergency, or off-hours labor rates will be provided. Contractors shall include all labor costs in their proposed pricing.
10. Question: Please confirm whether drawings, floor plans, existing utility information and site-specific quantities will be provided with individual work orders/quote requests, and whether contractors will be permitted to conduct site walks before submitting work-order pricing.
Answer: Yes. Drawings, floor plans, and site-specific quantities will be provided with individual work orders/quote requests when available.
Site walks are preferred, particularly for work involving conduit, trenching, or directional boring, to verify existing conditions and scope.
For trenching and directional boring, the Contractor is responsible for utility locates prior to excavation and for complying with all applicable OSHA, state, and local regulations.
11. Question: Please confirm whether an optional site visit or pre-bid walkthrough will be made available, notwithstanding the solicitation statement that no formal pre-bid meeting is currently scheduled.
Answer: Site walks are preferred, particularly for work involving conduit, trenching, or directional boring, to verify existing conditions and scope.
12. Question: Please confirm whether any amendments/addenda are currently anticipated before the August
20, 2026 last day for addenda.
Answer: Yes, this addendum is to answer all questions submitted by the question deadline.
13. Question: a. Please confirm whether the prime bidder is required to directly hold one of the specified Florida contractor licenses (EF, EC, EY/EH, ES069, or ET069), or whether the licensing requirement may be satisfied by subcontracting the applicable electrical/low-voltage work to a properly licensed Florida contractor.
b. Specifications, Item A requires "the Contractor" to hold one of the listed State of Florida Electrical Contractor licenses (EF, EC, EY/EH, ES069, or ET069). Please confirm: may this requirement be satisfied by a licensed subcontractor performing that scope of work, or must the Prime Contractor itself hold the license?
Answer: Yes the bidder/contractor will need to hold these licenses.
14. Question: Does the 25-year manufacturer system warranty apply to every structured-cabling installation under this contract? If so, could you please identify the Cost Proposal line items in which bidders must include all warranty-related costs.
Answer: Yes. The 25-year manufacturer system warranty applies to all structured-cabling installations under this contract. Bidders shall include all costs necessary to meet the warranty requirements, including materials, labor, testing, certification, documentation, and warranty registration, in the applicable Cost Proposal line items.
Any defects in materials or workmanship that cause the cabling system to fail during the warranty period shall be corrected promptly by the Contractor at no additional cost to the Owner.
15. Question: Will the District supply any cable, hardware, equipment, or other materials? If so, could you please identify the District-furnished materials for each line item and clarify which materials the contractor must furnish.
Answer: No the district does not provide these items but they are listed on the districts division 27
16. Question: Please confirm whether all Exhibit A requirements, including firestopping, grounding and bonding, abandoned-cable removal, as-builts, P.E. sign-offs, racks, innerduct, UPS equipment, Tier 2 fiber testing, and the 25-year warranty apply to this contract?
Answer: Yes.
17. Question: How will maintenance, repair, and diagnostic labor be priced? Will the District issue a revised form with hourly rates by labor classification for standard, after-hours, weekend, and holiday work, consistent with Additional Specifications B and Exhibit A §1.11.D
Answer: The scope and cost will depend on the maintenance, repair, and/or diagnostic services required and will be evaluated and addressed on a case-by-case basis.
18. Question: Please identify the approved 10/22 and “Banana Peel” cables and clarify which listed Category 6 or 6A part number and flame rating applies to each line item.
Answer: These items are all listed on the district division 27
19. Question: Does Exhibit A §1.5.C apply to this ITB submission or to future project-specific work?
Answer: Both
20. Question: Which governs: the 714380X cable listed on the Cost Proposal Form or the part numbers in
Exhibits A and B?
Answer: The part number on the Exhibits A and B
21. Question: What is the process and timeline for obtaining District approval of a subcontractor?
Answer: For this contract we are looking for bidders who will be licensed and performing their own work.
Any subcontractors hired are solely the responsibility of the contractor and must be covered by their insurance and hold JLA badges just as any of their employees would.
22. Question: How many task orders, on average, does the district anticipate being active or issued concurrently across the ~65 school sites at any given time? This will help bidders determine the appropriate crew size and staffing levels needed to reliably support the contract.
Answer: Typically there would only be 1 -2 projects running concurrently. This contract is going to be awarded as a pool, so if multiple projects all need completion at the same time the work would be spread out and would not be the responsibility of one vendor to complete more projects across the county than they can handle.
23. Question: The ITB requires a 24-hour response to messages and mobilization within 10 days of notice to proceed. Two clarifications: (a) if multiple task orders are issued at or near the same time across different sites, are contractors expected to meet these timelines for each task order independently and simultaneously, or is there flexibility if crews are already committed to an active job? (b) Does the District have a separate, faster response requirement for emergency or safety-critical situations (e.g., failed door access, inoperable security camera, life-safety issue)? If so, please specify those timeframes.
Answer: a. Each order is independent.
b. No, we do not.
24. Question: Sections 22 and 23 require firm, fixed pricing for the entire initial three-year contract term, with no price adjustments permitted during that period. Given current volatility in the cost of copper cabling, fiber optic materials, and electronic components driven by global supply chain and tariff conditions affecting the low-voltage and communications equipment market; firm pricing held flat for three years carries meaningful risk for bidders and may result in higher initial quoted prices to offset that risk. Would the District consider either of the following alternatives: (1) a documented, index-based price adjustment mechanism at defined intervals during the initial term, with all increases substantiated by manufacturer/distributor documentation, submitted in advance for District approval; or (2) structuring the Cost Proposal as a firm discount percentage off a published manufacturer/distributor price list, rather than firm fixed unit prices, so pricing reflects real-time material costs while the discount itself remains locked for the contract term?
Answer: We understand the difficulty of holding pricing for three years. We can incorporate an annual price escalation clause into the agreement’s cost schedule. This provision would grant the vendor the right to initiate an annual price review, capping any proposed rate increases at the prevailing Consumer Price Index (CPI rate.
