About this file
This is an Insurance Requirements document issued by Collier County Board of County Commissioners in Florida establishing mandatory insurance and bonding specifications for contractors and vendors performing work on the Goodlette-Frank Road Ditch Improvements Section-A Construction Engineering and Inspection (CEI) services project. The document details comprehensive insurance coverage requirements across multiple categories including Workers' Compensation with statutory Florida limits, Employer's Liability at $1,000,000 single limit per occurrence, Commercial General Liability at $2,000,000 single limit per occurrence with $1,000,000 aggregate limits, and Automobile Liability at $1,000,000 each occurrence. Additional specialized insurance may be required depending on project scope, including Watercraft, Maritime Coverage, Aircraft Liability, Pollution, Professional Liability, Cyber Liability, and Technology Errors & Omissions coverage. Proposers must submit bid bonds equal to 5% of the cost proposal, and for projects exceeding $200,000, Performance and Payment Bonds written for 100% of the contract award amount are required upon contract execution, with costs borne by the awarded proposer.
All insurance policies must name Collier County Board of County Commissioners as an additional insured on relevant certificates, with the County's coverage being primary and non-contributory. Sureties for bonding must be authorized to conduct business in Florida and rated "A-" or better by A.M. Best Company with Class V or higher financial size category rating. The document requires thirty days' cancellation notice on all policies, mandates that all subcontractors maintain identical insurance coverage, and specifies that evidence of insurability must be provided within five days of recommended award notification. Collier County will procure and maintain Builders Risk Insurance on construction projects where deemed necessary, with premiums billed to the project rather than included in contractor proposals. All vendors accepting a bid implicitly agree to maintain required coverages throughout the performance period and acknowledge that insurance documentation may be requested within five days of award notification.
