About this file

This is a Project Understanding document for the Western Region Wastewater Treatment Facility (WRWWTF) Electrical Building & Resiliency Improvements Progressive Design-Build project issued by Palm Beach County Water Utilities Department (PBCWUD) in Florida. The project scope includes design and construction of two new electrical buildings, an outdoor enclosure housing two 1000 KW diesel generators, demolition of existing operations and generator buildings, conversion of an existing DIW MCC building to storage, relocation of process and non-process piping, and modifications to overhead and underground powerlines. The new electrical buildings and outdoor enclosure must be constructed 1 to 3 feet above the Base Flood Elevation to address the facility's compound flooding, structural settlement, and groundwater infiltration issues. The WRWWTF, located in Belle Glade, Florida, was constructed in the 1970s and has been operated by PBCWUD since 2013. The Design-Build Entity will be responsible for permitting, final design, construction, commissioning, training, and handover of all components to ensure compliance with applicable regulations. Design completion is expected within 12 calendar months of the Notice to Proceed issuance for Phase 1 Services, with timely delivery identified as critical to the project's success.

The anticipated project cost is $20 million, noted as an estimate for reference only and not a guaranteed cost figure. PBCWUD seeks a Design-Build Entity with demonstrated experience in performing as a fully integrated, high-functioning team; completing similarly sized design-build projects; establishing competitive pricing; delivering innovation; meeting or exceeding schedule and budget requirements; obtaining all required permits; achieving regulatory compliance; and maintaining plant operations throughout the project lifecycle. Small Business Enterprise participation goals are not applicable to this project. The document provides a conceptual layout of the proposed improvements and indicates that additional reference documentation pertaining to the WRWWTF Electrical Buildings will be made available to prospective bidders.

PROJECT UNDERSTANDING

WESTERN REGION WASTEWATER TREATMENT FACILITY PHASE 2

ELECTRICAL BUILDING & RESILIENCY IMPROVEMENTS

PROGRESSIVE DESIGN-BUILD

WUD PROJECT NO. 26-014R, PACKAGE IDENTIFICATION NO. GL04

PALM BEACH COUNTY, FLORIDA

Project Background

The Western Region Wastewater Treatment Facility (WRWWTF) is located in the City of Belle Glade, Florida. Palm Beach County Water Utilities Department (PBCWUD) took ownership of the WRWWTF in 2013. The facility was built in 1970s and is experiencing compound flooding, structure settlement and groundwater infiltration. In response, PBCWUD commissioned a feasibility study to determine the most appropriate course of action to undertake. Based on the findings from the investigations PBCWUD has elected to construct two (2) new electrical buildings, add new emergency generators at the WRWWTF and demolish the existing operation/electrical buildings.

Project Scope

The Project scope includes the design and construction of the following key components:

• A new Main Electrical Building located south of the existing Operations Building and west of Oxidation Basin No.1 consolidating the electrical equipment from several existing rooms/buildings

• A new DIW Electrical Building (located between the existing DIW pump station and the DIW Pad) replacing the electrical equipment within the existing DIW electrical building and consolidating the existing VFDs DIW pump (presently positioned outside in unconditioned space) into the proposed building complete with air-conditioning.

• A new Outdoor Enclosure west of New Main Electrical Building with two (2) 1000 KW diesel generators inside.

• Demolition of the existing Operations Building/electrical building

• Demolition of the existing main generator building

• Conversion of existing DIW MCC building to a storage building

• A new rain garden at the demolition site of existing operation building

• Relocation of process and non-process related piping.

• Relocates existing overhead powerlines or bury underground powerlines.

• New electrical buildings and outdoor enclosure need to be constructed 1ft to 3ft above the Base Flood Elevation (BFE).

• Process improvements

As reference and for information only, documentation pertaining to the WRWWTF Electrical Buildings will be made available Figure No. 1 (see below) depicts a conceptual layout of the proposed project.
