About this file
This is Addendum No. 1 to a Progressive Design-Build Request for Proposal issued by the Palm Beach County Water Utilities Department for the Western Region Wastewater Treatment Facility Phase 2 Electrical Building & Resiliency Improvements (Project No. 26-014R). The project requires the procurement of new generator(s) with options of either one 1500kW or two 750kW units, along with a new elevated enclosure. The scope includes specifications for fuel type, voltage, emissions standards, and enclosure design, though final selections will be determined during the progressive design phase. The contract is rebid to increase competition after only one proposal was received on the initial solicitation, which was not opened. The Pre-Proposal Meeting has already occurred, with minutes distributed to interested parties. The deadline for submitting questions is Monday, November 2, 2026, at 5:00 PM, and the Design-Build firm selection is expected in December 2026 or January 2027. Proposals should be submitted as either a combined PDF and hard copy or thumb drive format.
Qualification requirements for Design-Build entities are detailed in the separate "26-014R WRWWTF Electrical Building Min Qualifications" document and the accompanying Advertisement. Firms must demonstrate integrated design-build team experience and comply with Palm Beach County Policy CW-O-094 regarding scoring and evaluation criteria. The SF330 form should include resumes and be completed by the Design-Builder entity along with any subconsultants or subcontractors. Bidders must complete the Conflict-of-Interest Disclosure Form and Prime Consultant Questionnaire as the Design-Builder. Interested Design-Build entities should submit a plan holder form to be contacted by trade contractors, and equipment suppliers may reach out to prospective D/B entities for technical discussions prior to final team selection. All equipment must comply with Palm Beach Water Utilities Minimum Design Standards, available at the referenced link.

QUESTIONS AND ANSWERS:
Q1 – Please verify if the scope of the project requires new generators and a custom elevated enclosure, or if the project will be for a new enclosure only.
A1 –The project will need new generator(s) and new elevated enclosure. BODR has choices of (1)1500KW or (2) 750KW generators. Please note the choices in BODR are neither final nor the only choices. In design phase, we can discuss generator size, enclosure type (outdoor or in a building) and its location. For RFP purposes, please present your best idea.
Q2 – Whether the generator is expected to be newly manufactured, owner furnished/relocated or determined during progressive design.
A2 – Newly manufactured. It will be purchased through D/B team. The design regarding generator size, enclosure type, and location will be determined during progressive design.
Q3-When the selected Design-Build Entity/procurement authority is expected to be public.
A3- We expect to select the D/B firm in12/ 2026 or 01/2027. The result will be public.
Q4-Whether fuel, voltage, emissions, enclosure, controls/paralleling and approved manufacturer/equal requirements are currently available.
A4-For approved material/equipment list, please check Water Utilities Minimum Design Standards. Other mentioned components will be determined in progressive design.
Q5-Whether equipment suppliers should wait for the selected Design-Build Entity before submitting any technical information.
A5-Equipment suppliers are welcome to contact interested D/B entities and provide ideas.
To get a list of interested D/B entities, please email dzheng@pbcwater.com and ask for a plan holder list. D/B entities, please submit plan holder form if you want to be contacted by interested trade contractors.
