About this file

This is a minimum qualifications document for the WRWWTF Electrical Building Progressive Design-Build project in Florida. The document establishes the prerequisite qualifications and experience requirements that prospective bidders and design-build teams must meet to be eligible for consideration. The project involves the design and construction of an electrical building for a wastewater treatment facility, representing a progressive design-build delivery method where design and construction phases overlap. The document specifies technical competencies, relevant project experience, staffing requirements, and organizational capabilities necessary for teams to demonstrate their ability to successfully execute this complex facility project.

The minimum qualifications framework addresses the experience thresholds for prime contractors, design professionals, and key personnel involved in the design-build delivery. Bidders must demonstrate prior success with similar-scale utility infrastructure projects, appropriate licensing and certifications, financial stability, and management capacity. The document likely outlines specific requirements related to electrical systems expertise, construction management capabilities, and coordination experience with utility agencies. This qualification-based screening mechanism ensures that only capable and experienced teams advance to subsequent proposal evaluation phases, thereby reducing project risk and supporting the delivery of a quality electrical building facility that meets the wastewater treatment facility's operational requirements.
