About this file

This document is Addendum No. 2 for the DTMB (Department of Technology, Management and Budget) Mackinac Island Visitor Center Renovations project, involving the Michigan State Historic Park and local stakeholders. The project involves renovation of a visitor center located at 7200 Lake Shore Drive on Mackinac Island, with a construction timeline adjusted to start on October 27, 2025, achieve substantial completion by April 10, 2026, and reach final completion by May 8, 2026. The bid process includes a mandatory pre-bid meeting held on March 4, 2025, with bids due on March 19, 2025 at 2:00 pm. The project schedule includes key milestones such as submittal processing (June 30, 2025 to August 29, 2025), post-bid interviews on March 24, 2025, and administrative board review on April 22, 2025.

The addendum provides specific requirements for the project, including site access and logistics guidelines unique to Mackinac Island. Notable requirements include coordinating vehicle traffic with park staff, adhering to seasonal time restrictions on park roads, using drays for materials through the city, and coordinating with the park's archaeologist for any digging. The contractor must provide their own portable facilities, secure on-site storage units, and cannot block Lake Shore Drive during construction. Material storage must be completed by December 1st, and all materials require specific documentation and builders risk insurance. The project does not specify exact pricing terms but emphasizes logistical complexity due to the island's unique environmental and historical constraints.

See the following questions with answers.

1. Q: Just to clarify, the FP contractor shall be responsible for all associated cost from the mainland to the Island for all materials, equipment, tools, manpower, and lodging, correct? Most likely we would need to get in and demo our piping in the restroom areas and come back when all framing is completed (probably after the first of the year).

A: This bid package is for General Construction. Sub-contractors, including FP contractor, to provide their quotes directly to the General Contractors bidding. Scheduling of work will be the responsibility of the General Contractor.

2. Q: Will the fire suppression system need to remain in service during construction? I’m assuming that we can plug off the required openings primarily in the restroom area and place the system back in service just leaving the renovated areas out of service.

A: The system to remain in service as much as possible. It is understood there will be downtimes such as during the replacement of the fire riser. Downtimes should be minimized. Multiple trips etc should be planned to minimize system downtime.
