About this file
The document is a Response to Bidder's Inquiries for Solicitation #23222, issued by the New York State Office of General Services (OGS) Procurement Services for a Group 10150 contract covering Personal Protective Equipment (PPE) and Related Items. The solicitation is a non-competitive procurement that will award multiple contracts to responsive and responsible bidders across nine product lots, with participation open to businesses meeting specific minimum qualifications, regardless of geographic location.
The contract seeks to establish statewide pricing for PPE products including respirators, masks, face shields, gowns, gloves, hand sanitizer, and disinfecting wipes, with an estimated annual spend of $15 million. Bidders must have at least three years of continuous operation and $200,000 in annual PPE sales, with some flexibility for grant recipients. The solicitation includes MWBE participation goals of 30% overall (15% MBE, 15% WBE) and establishes specific product specifications for each lot. Pricing is expected to be firm, with limited provisions for updates, and all shipping and handling costs are to be included in the unit pricing. The contract will allow multiple vendors to be awarded in each lot, providing authorized users with choice at the point of purchase.

$600,000 if I'm not mistaken. This requirement puts companies in the position of not being able to participate when in fact we have done several millions of dollars in PPE sales in one year. Refer to Section 2.1 - Minimum Qualifications of the Solicitation as revised.
