About this file
This is a Procurement Initiation Form prepared by the Regional Transportation District (RTD) in Denver, Colorado, for the replacement of five riding sweeper scrubber floor cleaners. RTD Bus Operations & Maintenance intends to procure mid-size, diesel-driven sweeper scrubber units to be utilized by facilities maintenance and vehicle maintenance groups across RTD's bus depots, parking lots, and warehouses. The target award date is June 12, 2026, with a contract period of eight months following purchase order execution. The procurement will be conducted through a cooperative piggyback agreement with the state award vendor Western Paper/Imperial Dade, with contact Jeff Hartman at 303-478-6064.
The total project cost is estimated at $450,000 ($90,000 per unit for five units), with 100 percent payment upon delivery of the vehicles. Funding is provided through local RTD funds using budget codes LC-01-6012-26 (Project 12621, Task 02.1) and was approved in the Mid-Term Financial Plan for 2026, with budget owner Greg Smith. The procurement will utilize an Invitation for Bid methodology with cost as the sole evaluation criterion, supplemented by an SBE/DBE goal determination requirement. No federal funding is currently allocated, though local funds may be supplemented with federal dollars in the future. The evaluation criteria consist of state bid dealer specification compliance (100 percent weight) and SBE/DBE goals. RTD Board approval is required for contract award due to the project value exceeding the General Manager and CEO authorization threshold of $2.0 million.
