NOTICE TO PROSPECTIVE BIDDERS

ADDENDUM NO. 3 Prospective bidders and all concerned are hereby notified of the following changes in the

Plans, Specifications, Proposal and Distribution of Quantities for this contract. These changes shall be incorporated in the Plans, Specifications, Proposal and Distribution of Quantities, and shall become an integral part of the Contract Documents.

A. Vendor Questions & Answers

Question 15. Sheet CS-11 paragraph 17 states the requirements for a designated SWPPP contact person that needs to be available on site throughout the duration of the project – can you state the requirements or the qualification such a person must possess in order to qualify for said role?

Answer:

The requirements are stated on CS-11 Paragraph 17.

The Contractor must designate a SWPPP contact person, experienced in storm water management on construction sites, who is available on site throughout the life of the project, and who has the authority to direct contractor’s personnel and/or subcontractor’s personnel in carrying out corrective actions requested by RIDOT’s Qualified Plan Inspector and/or

Construction Manager.

The Contractor’s designated SWPPP contact person must be available to oversee all SWPPP related activities and to accompany the RIDOT’s Qualified Inspector, as requested, when inspections are performed. The Contractor shall identify the SWPPP contact person at the Pre-

Construction Meeting. The SWPPP contact person should be at the Pre-Construction Meeting, if possible.

Please note that the SWPPP inspector can be a different individual.

Please be advised that revisions to Specifications Section 206-212 now indicates that erosion and pollution controls shall be routinely inspected and maintained by the Contractor’s certified inspector, at the Contractor’s own expense (in accordance with the SWPPP and

SESC Plan & 212.03 Construction Methods).

ATTACHMENTS Page 2 of 4

A Certified Inspector (see 212.03.2a) is required and can be a Certified Professional in

Erosion and Sediment Control (CPESC), a Certified Professional in Stormwater Quality

(CPSWQ) or a RI Registered Professional (if competency is equal to CPESC or CPSWQ).

Question 16. Several project sites call for new epoxy pavement markings. Epoxy pavement markings are typically not applied until 2 weeks after asphalt paving is completed and are also not installed in colder temperatures as they require certain surface temp to allow proper adhesion. Please confirm that temporary waterborne pavement markings will allow the closeout of any STU items requiring epoxy pavement markings and the contractor is allowed to circle back when asphalt is set and/or temperature permits to install final epoxy pavement markings.

Installation of temporary waterborne pavement markings is acceptable to achieve the Interim

Completion, as defined in JS Section 108.10000, for locations requiring epoxy pavement markings. The contractor is allowed to install final epoxy pavement markings when asphalt is set and/or temperature permits. Final epoxy pavement markings will be required to achieve

Substantial Completion for these locations.

Question 17. Item 44, Item Code 999.9931 – Infiltration Basin (SCP-MOS-052):

The SCAP boundary shown by the shorter dotted line terminates at each end near the LOD line and does not appear to form a closed area. Please clarify the intended limits of the SCAP.

Is the SCAP boundary intended to follow the LOD line between the two termination points to complete the area, or should the two ends of the SCAP boundary be connected by a straight line?

Yes, the SCAP boundary is intended to follow the LOD/curb along the Exit 39C ramp to form a closed area.

Question 18. Item 44, Item Code 999.9931 – Infiltration Basin (SCP-MOS-052):

Is the approximately 50' x 86' area shown to the right of the gabion baskets intended to be a sand filter? The plans do not appear to provide any notes or material callouts identifying what material or treatment is required within this area. Please clarify the intended material and construction requirements for this area.

In the 50' x 86' area shown on Drainage & Utility Plan No. 8, there is a callout that reads

"SCP MOS 052 INFILTRATION BASIN." The STU should be constructed in accordance with the Infiltration Basin details and cross-sections shown on Details No. 2. Additionally, Note No. 4 on Drainage & Utility Plan No. 8 states "Test Pits indicate approximate 12-inch layer of organic material at elevation 28.00 to be over excavated and replaced with suitable material from the site."

Question 19. At STU locations where the State/EOR pre-characterization sampling identified soils as non-jurisdictional, the Contractor intends to live-load excess soil and transport it to the

Contractor’s privately owned facility for future reuse as clean soil. The facility is not a licensed disposal facility and will accept the soil based on the State/EOR analytical data provided in the Contract Documents.

ATTACHMENTS Page 3 of 4

The STRA allows off-site reuse sampling “or as alternatively agreed to” by the destination owner, RIDEM and RIDOT. Please confirm whether RIDOT/RIDEM will accept the existing

State/EOR analytical data as the required characterization, allowing these soils to be transported directly to the Contractor’s facility without additional Contractor sampling, testing, or temporary stockpiling.

The initial sampling was performed to assess the feasibility of the STUs at each location.

Excavated soil is considered Unclassified. Section 202.03.4.7 of the Blue Book requires the

Contractor to "Maintain the unclassified soil stockpile until the soil has been reused to backfill the excavation at the point of origin. Test, classify, and approve the excess unclassified stockpile soil for proper disposal off-site. See Subsection 202.02.3 for testing criteria."

Sampling shall consist of 1 sample for every 500 cubic yards collected via multi-point composite as described in the STRA work plan.

Question 20. The response to the following question appears to be incomplete:

"In Response to Q&A #7 below - RIDOT’s previous response states that the Contractor shall perform testing on soil to be disposed of off-site in accordance with the receiving facility’s requirements. Please clarify whether this requires the Contractor to collect & analyze new soil samples in all cases. If the Contractor’s proposed receiving facility reviews the State/EOR pre-characterization analytical data included in the Contract Documents & confirms that the existing data is sufficient for acceptance of soil from STU's identified as non-jurisdictional, with no additional sampling required by that facility, will RIDOT/RIDEM allow the

Contractor to dispose of that soil based upon the existing project analytical data without performing additional Contractor sampling?

If additional Contractor sampling is still required under that circumstance, please identify the required sampling frequency, analytical parameters, the spe?

Yes due to the limitations of the number of characters the response was truncated, therefore all vendors should review the posted Addendums where all Q&A is posted as well.
