This is a Request for Proposals (RFP) issued by the City of Minneapolis Community Planning & Economic Development Department (CPED) for Minneapolis Tenant Legal Services. The City seeks a qualified organization to provide legal representation, advocacy, and related services to approximately 120 low- and moderate-income Minneapolis tenants annually, with a goal of achieving positive outcomes in 80% of cases. Services include legal advice and representation regarding unsafe housing conditions, landlord-tenant disputes, Tenant Remedies Actions, and Rent Escrow Actions under Minnesota law. A pre-proposal conference is scheduled for August 10, 2026, at 2:00 PM (Minneapolis Time) via Microsoft Teams. Questions regarding the RFP are due by August 13, 2026, at 4:00 PM CT, with responses posted by August 18, 2026. Proposals must be submitted electronically through the City's eSupplier Portal as a single PDF by September 1, 2026, at 2:00 PM (Minneapolis Time). The estimated consultant selection date is September 30, 2026, with an estimated service start date of January 1, 2027. The contract will be awarded for a one-year initial term with the option to extend annually for two additional one-year periods, subject to City Council funding approval, for a maximum term not to exceed five years.

The City anticipates awarding a single contract and will not necessarily accept the lowest-cost proposal. Eligible expenses include personnel costs for attorneys, paralegals, and advocates; contracted professional services; outreach and community engagement; translation and interpretation services; office supplies and technology; facility costs; training; and administrative costs not to exceed 15% of direct project costs. Ineligible expenses include lobbying activities, costs incurred outside the contract period, and capital expenditures unrelated to service delivery. Proposals must include a detailed budget with line-item justification, organizational experience and capacity forms, references, financial documentation, and a project narrative of no more than ten pages addressing organizational background, staffing qualifications, service delivery models, community engagement strategies, and performance metrics. The funding source for this contract is identified as Community Development Block Grant (CDBG) funds, which subjects the contract to extensive federal and state compliance requirements including Section 3 employment provisions, Davis-Bacon wage requirements (if applicable), non-discrimination requirements, and federal labor standards. All selected consultants must be licensed attorneys in good standing to practice law in Minnesota.
