About this file
This document contains request for proposals (RFP) attachments for the City of Minneapolis seeking tenant legal services. The RFP solicits proposals from organizations to provide comprehensive legal representation and advocacy services to Minneapolis residents facing housing-related legal issues, including eviction actions, housing discrimination, unsafe housing conditions, and lease disputes. Proposers must submit detailed responses addressing organizational information and history, capacity and experience providing tenant legal services, proposed scope of services, staffing qualifications, community engagement strategies, performance measures, and project implementation plans. Applicants are required to submit Attachment B (Proposal Cover Sheet), Attachment C (Project Narrative with a maximum of 10 pages), Attachment D (Experience and Capacity Form), Attachment E (Anticipated Project Budget and Justification), Attachment F (References List Form), and supporting financial documentation. The City anticipates awarding one contract based on the scope of services proposed, geographic reach, and demonstrated organizational capacity.
Eligible expenses include personnel costs for attorneys, paralegals, and legal advocates; contracted professional services; outreach and community engagement activities; translation and interpretation services; office supplies and materials; technology and case management software; facility costs; and training and professional development. Administrative and indirect costs are capped at 15 percent of direct project costs. Ineligible expenses include lobbying activities, costs incurred outside the contract period, and capital expenditures unrelated to service delivery. Proposers must provide itemized budgets with line-item details for salaries, benefits, professional services, and all direct expenses, along with a narrative justifying budget alignment with the scope of work and demonstrating cost-effectiveness. The RFP emphasizes culturally responsive service delivery, language accessibility, and partnerships with community-based organizations, particularly those serving communities disproportionately impacted by housing instability and eviction.
