About this file
This document is a Request for Proposal (RFP) for a Reverse Osmosis/Deionization (RO/DI) water system for the National Renewable Energy Laboratory (NREL) Flatirons Campus. The system will support 10 MW of electrolysis-based hydrogen generation, delivering a minimum of 10 Mohm-cm quality water at 25 gpm and 60 psi. The project involves two contracts: Contract A for the RO-DI system and Contract B for the RO-DI system within a container, with bidders required to respond to Contract A to be considered for Contract B.
Key specifications include utilizing two water sources (1 Mohm-cm tanker truck delivery and potable water from an onsite treatment plant), two 8,000-10,000 gallon DI-compatible tanks, and a system designed to minimize waste stream. The RO/DI system will be built on an industrial skid sized to fit in a heated 20' ISO shipping container, with specific requirements for tank design, piping, electrical components, and environmental conditions. Delivery will be to NREL's Flatirons Campus in Arvada, Colorado, with the system tested upon completion. A detailed water sample data table is provided to help bidders understand the initial water quality characteristics.

Note: This purchase will be bid with two purchases. The first request for bid is titled:
NREL MMW RO-DI System Specs (Contract A). The second request is titled: NREL MMW RO-DI Container Specs (Contract B). Bids can respond to Contract A and provide just a RO-DI water system or they can respond to Contracts A and B and provide a RO- DI water system inside of a container. Bidders must respond to Contract A to be considered for Contract B. Bids that only respond to Contract B will not be considered.
NREL MMW RO-DI System Specs (Contract A) NREL MMW RO-DI System will be sized to support 10 MW of electrolysis-based hydrogen generation. This system will be designed to provide a minimum of 10 Mohm-cm quality water to the point of use at a rate of 25 gpm at 60 psi.
Due to Flatirons site water availability, the system will be designed to be able to utilize multiple water sources. The Flatirons site currently does not have a potable water supply and is not connected to municipal resources (wastewater disposal). The provided RO/DI system will be required to be able to utilize two forms of source water. The first water source will be DI water that is delivered in tanker trucks. The trucks will deliver 1 Mohm-cm water in 6,000 gallon increments. The second water source will be potable water from an onsite treatment plant that is in process of being constructed at the Flatirons site. This system will provide potable water supply but will not be able to accept the wastewater from this RO/DI system. Water samples will not be available, but a nearby tap water quality report will be attached for water quality reference.
Water Source:
Source 1: Truck Fill – 1 Mohm-cm tanker truck supply Source 2: Potable water from campus treatment plant
System design:
Overall: Must supply up to 25 gpm @ 60 psi of 10 Mohm-cm quality water minimum (higher quality water preferred up to ~17 Mohm-cm) DI System:
DI water polishing loop will provide 24/7 polishing service to both large volume DI buffer tanks point of use water will be pulled from the polishing loop in a batch fed process (see diagram below).
RO System:
RO to DI water system. Waste stream from RO is allowable but there is a strong preference for minimized waste stream potentially using RO-recovery design and/or Multistage/multi-pass process. This system will be fed with potable water supply from campus treatment plant. The RO system will be tested for performance upon delivery/completion at NREL’s site.
Packaging: RO/DI system will be built on an industrial skid that will be sized to fit into heated 20’ ISO shipping container(s) to prevent freezing. Available interior space will be 7’ X 19’ X 7’ (W, L, H).
NREL will provide all heat trace and process connections between tanks, RO/DI skids, and equipment.
Tank Specifications:
• Plastic tanks – 8,000 – 10,000-gallon, DI water compatible, 10’ maximum diameter, qty 2 total
• Heavy duty class tank preferred – ambient conditions (-20 to 110 F)
• Process fluid (water) temperatures (40 – 110 F)
• Insulation and heating to maintain 40 F minimum temperature with -20 F and 50 mph wind
• Seismic/wind restraint package for 155 mph winds
• Water level measurement internal to tank (ultrasonic, float, pressure transducer) will want ability to display measurements at full capacity, 3,000 gallons below full capacity, and 6,000 gallons below full capacity. 0-100% real time tank level measurement is preferred.
• Air vent designed to prevent rainwater/snow/dirt entry sized for a fill rate of 250 gpm of water from tanker truck.
• Plastic or stainless steel port connections will be accepted. Port connections are required to be compatible/passivated for DI water Service (locations TBD). Ports will be identical for each tank (unused ports plugged) to allow redundancy.
Strong preference placed to minimize ports below waterline at full capacity.
Piping: DI water compatible, no chemical adhesives for assembly, C-PVC or PVC piping is prohibited. NREL will be responsible for any outdoor connections between skids, containers, and/or tanks.
Available AC power: 120V/220V/208V3ph – any electrical component that is 50 V or higher will be required to meet NRTL (UL listed, CSA, etc.) listing requirements. The electrical panel is not required to be listed as an assembly, but a listed panel assembly will be strongly preferred. If breaker panel is provided, GFCI breakers will be preferred for any AC powered circuits.
Delivery: Delivery will be to NREL’s Flatirons Campus:
