About this file

This document is an Amendment 2 to a Request for Proposals (RFP) for a Reverse Osmosis (RO) and Deionized (DI) water purification system for the National Renewable Energy Laboratory's (NREL) Multimegawatt (MMW) Electrolysis project at the Flatirons Campus. The solicitation consists of two requests: Request A for the RO-DI water system and Request B for an optional 20' ISO Connex container. The system must provide purified water with a minimum quality of 10 Mohm-cm, a flow rate of 25 gpm at 60 psi, and accommodate multiple water sources. Key specifications include an industrial skid design, compatibility with two 8,000-10,000 gallon buffer tanks, and the ability to use trucked-in or potable water.

Offerors can respond to Request A alone or to both Request A and B, with the container option requiring a quote for the water system. NREL reserves the right to select only the water system proposal. Optional capabilities include improving water quality to 17 Mohm-cm and minimizing waste stream. The container (Request B) must be a heated and insulated 20' ISO Connex container capable of maintaining a 40°F internal temperature at -20°F external temperatures and withstanding wind speeds up to 155 mph. The targeted delivery date is March 2026, and NREL researchers will handle on-site installation. Any electrical components operating above 50 volts must be NRTL listed.

Amendment 2 – Revised Attachment 1 – Technical Specifications - "NREL MMW RO-DI

System, Request A and Request B"

11/20/2025

BACKGROUND

This purchase will secure a new reverse osmosis (RO) and deionized (DI) water purification system for the Multimegawatt (MMW) Electrolysis project at the Flatirons Campus at NREL. This system is required to provide clean water for the electrolyzers that are part of this project. This RO/DI system will be sized to support up to 10 MW of electrolysis capability and will be vital to the production of clean water for this installation and subsequent experiments for the next 15+ years. This system will have multiple operating modes to allow the necessary operational flexibility required at Flatirons. This includes the ability to fill the system directly with tanked in water or treated water from the NREL Flatirons water treatment plant.

This purchase will be bid with two purchases. The first request for bid is titled:

NREL MMW RO-DI System Specs (Request A). The second request is titled: NREL MMW RO-DI Container Specs (Request B). Offerors can respond to Request A and provide just a RO-DI water system or they can respond to Request A and B and provide a RO-DI water system inside of a container. To be considered for Request B, offerors must submit a quote for Request A. Bids submitted only for Request B will not be considered. NREL reserves the right to only select a quote submitted for Request A, regardless of whether an associated Request B is submitted. If NREL selects a quote for Request A from an offeror who did not provide a quote for Request B, the containerization process will be handled separately.

OBJECTIVE

This system will provide purified water for electrolysis for the MMW electrolyzer project. It will provide a minimum of 10 Mohm-cm water at the point of use to support hydrogen electrolysis for the next 15+ years. It will be able to be configured to accept multiple feed sources (trucked in or potable water). The waste stream will also be minimized as much as possible to reduce operational and waste cost. This system will either be delivered in weather-resistant containers or be delivered in such a manner that they could be easily installed into weatherproof containers. Two 8,000 – 10,000 gallon buffer tanks will be used for RO, DI, or wastewater collection buffers depending on system configuration requirements for the favored supply water at the time. NREL will provide the two buffer tanks and connections to DI/RO water systems.

SPECIFICATIONS:

Required: NREL MMW RO-DI System Spec (Request A)

Detailed requested capabilities are outlined in attached document:

Attachment2_RO-DI_SystemSpecs_ReducedScope.PDF

Summary of requirements and optional capabilities are outlined below:

• Required capabilities & specifications o Minimum water quality supplied to equipment is 10 Mohm-cm o Minimum flow rate is 25 gpm at a pressure of 60 psi.

o Manufactured on industrial skid able to be installed into 20 foot ISO

Conex container.

o Two insulated storage/buffer tanks sized 8,000 – 10,000 gallons. Tank diameter must be 10 foot or less. See Attachment 2 for details on tank requirements.

o Able to accommodate trucked in supply water or potable water from onsite water treatment plant.

o 120/220/208 volt AC single or three phase is acceptable for power.

Electricity is the only utility available for power and heating of the system.

o Any installed piping/components will be DI water compatible. C-PVC or PVC piping and glue fittings are prohibited.

• Optional Capabilities o Minimum water quality provided to equipment is 17 Mohm-cm.

o Minimized waste stream. System will not have municipal drain therefore a minimized waste stream to efficiently used water is strongly preferred.

OPTIONAL: NREL MMW RO-DI Container Specs (Request B)

Detailed requests are outlined in attached document:

Attachment 3 - RO-DI ContainerSpecsR2.PDF

Summary of requirements are outlined below:

• Required capabilities & specifications o 20’ ISO Connex container that is heated and insulated to maintain a minimum internal temperature of 40 F at -20 F external temperatures with 50 mph windspeeds o Container is intended to house RO-DI skid. If both Request A and B are provided, offeror may choose to build RO-DI system directly to insulated walls of container o Ability to withstand external winds speeds up to 155 mph (standard wall thickness ISO Connex with standard doors will meet this requirement) o NREL can provide pre-cast concrete ballast to anchor container for wind requirement o Available AC power: 120V/220V/208V3ph

TECHNICAL OR SAFETY REQUIREMENTS

• Any electrical system/components that operated above 50 volts must be NRTL listed (UL, CSA, etc.)

• Space Requirements/ Limitations o This system will be installed at the Flatirons campus in the area disturbed by the construction under a different sub-contract. Therefore this purchase will be equipment only and all onsite installation will be handled by NREL researchers and/or research ops.

TIMELINE

• Targeted Delivery by March 2026.
