About this file

This document is an Amendment No. 1 to a Request for Quote (RFQ) issued by the National Renewable Energy Laboratory (NREL) for Multimegawatt Electrolyzer Stack Heat Exchangers. The RFQ number is 2025025474, with proposals due on 09/25/2025 at 5:00pm Pacific Standard Time. The solicitation is a Lowest Price (Cost), Technically Acceptable Selection, seeking heat exchangers with specific technical requirements including passivation per ASTM A967, compatibility with DI water service, and FKM gasket material.

Key details include flexibility on delivery timeline, with acceptable delivery dates extending to May 2026, and specific technical specifications for the heat exchangers. Vendors must submit proposals electronically to Nicole Edun at Nicole.Edun@nrel.gov, including all required documents per Section 6 of the RFQ. The amendment addresses vendor questions regarding water properties, port configurations, passivation methods, and heat transfer requirements, providing clarification on NREL's expectations for the heat exchanger components.

Amendment No. 1 is hereby issued in response to questions received regarding the subject Request for Quote (RFQ). Please note that some questions may have been edited to address duplicate questions or to protect business-sensitive information provided in the original questions. The essences of the original questions are not affected. Questions are in no particular order.

1. Q. In the RFQ document under #4 on page 2 it states, “The anticipated lead time of the award is two months with an expected delivery date by December 31, 2025.” Does this mean that you will place an order 2 months after you receive the quotes on 9/25/25, so 11/25/25? Or that you are expected the quoted lead time to be 2 months?

A. Lead times with delivery after December 31, 2025 are acceptable, provided the technical specifications are met. Delivery by May 2026 is acceptable.

2. Q. Will lead time be the deciding factor for this order? IE is the delivery date of 12/31/25 a not to exceed date?

A. Lead time will not be the deciding factor for this order, and the delivery date of December

31, 2025 is not a hard “not-to-exceed” date. Quotes with delivery after December 31, 2025 will be accepted, provided the technical specifications are fully met. Delivery by May 2026 is acceptable.

3. Q. Does the DI water have significant different physical and thermal properties than standard water?

A. You may use the physical and thermal properties of standard water.

4. Q. HXs shall be passivated in accordance with ASTM A967 or material selected properly cleaned for Type I DI water service on the Hot (DI water) side. Is NREL requesting plates only?

A. Please passivate or properly clean all wetted components of the hot side of the HXs. This includes the plates and inlet and outlet connection ports on the hot side of the HX.

5. Q. Can they use studded ports?

A. Yes, studded ports that are compatible with connection of piping with a standard ANSI flanged fitting are acceptable and preferred.

6. Q. We can’t hydro with DI water so NREL would have to flush the units before startup.

A. Hydrostatic pressure tests may be completed with clean water.

7. Q. Can you please confirm the required gasket material and the (Ra) polish requirements for the plates?

A. The preferred gasket material is FKM. Alternative gasket materials may be selected that have similar compatibility and durability with DI water.

B. The (Ra) polish requirements for the interior of the hot side of the HXs will be driven by the requirement for passivation or proper cleaning for Type I DI water service. Methods of passivation shall meet the requirements of ASTM A967 or provide proper cleaning for Type I DI water service. Per ASTM A967 some options for treatment include nitric acid, citric acid, and electropolishing. The method of treatment should meet the passivation requirements outlined in the RFQ. For the interior of the cold side of the HXs a surface finish for standard industrial heating and cooling applications may be utilized.

8. Q. Can you please provide the desired outlet temperatures for the heat exchangers?

A. The flow rates, inlet temperatures, and corresponding minimum heat transfer capacity of the HX is provided. The outlet temperatures can be calculated based on these parameters and the proposed HX design. We do not require a specific outlet temperature, but rather a minimum heat rejection capacity under these conditions.

As a reminder, each proposal must be submitted electronically to Nicole.Edun@nrel.gov by the deadline date of 09/25/2025. To be considered a Responsive Offeror, please include all the required documents per the instructions listed in the RFQ (Section 6 – Evaluation Process).

If your company submits a quote, please include confirmation of receipt and acceptance of this Amendment in your cover letter. Thank you for your interest in this project. We look forward to receiving your proposal!
