The project scope encompasses Task 1 (pre-design services including pipe assessment and permitting), Task 2 (design services using a 60/90 final design review process), Task 3 (bidding process management), Task 4 (construction-related services including office engineering and CCTV review), and Task 5 (public engagement planning and execution). Technical proposals are due by 2:00 PM on Friday, April 24, 2026, submitted through the Utah Public Procurement Place (U3P) website as a single PDF not exceeding 10 pages with a separate cost proposal document. The anticipated project schedule includes notification of selection or short-listing by May 1, 2026, possible interviews during the week of May 4, 2026, contract approval to award by Thursday, May 14, 2026, completion of pre-design by September 2026, completion of design by February 2027, bidding in March 2027, and completion of construction by August 2027.
The cost proposal must be itemized in U.S. dollars and include hourly wages for all consultants, with all costs associated with materials, supervision, labor, insurance, transportation, and related expenses included. The RFP requires selected consultants to comply with the Service Provider/Professional Services Agreement (Attachment A) and associated insurance requirements. Selection will be based on five criteria weighted as follows: consultant's qualifications and experience with similar projects (25%), experience and qualifications of key personnel (25%), responsiveness and availability to SLCDPU staff (25%), understanding of the scope of work (15%), and overall quality of the RFP response (10%). The selection committee reserves the right to reject any or all responses, waive submission requirements, or conduct interviews with any responding consultants. All proposal materials become the property of the City and are subject to disclosure under Utah's Government Records Access and Management Act (GRAMA), though bidders may claim business confidentiality for proprietary information if properly documented.

REQUEST FOR PROPOSALS
Salt Lake City Department of Public Utilities (SLCDPU) is seeking proposals from qualified firms to provide design and professional engineering services for the FY27 CIPP and Point Repairs Bundle Project (Project). The engineering services will include pre-design, design, bidding, construction-related, and public engagement services for the proposed Project. The following information is intended to provide additional instructions and information regarding this Request for Proposals (RFP) along with a schedule and other requirements for submitting a proposal.
INTRODUCTION AND BACKGROUND
The Salt Lake City Department of Public Utilities (SLCDPU) operates and maintains over 650 miles of sanitary sewer collection lines. Its first sewer lines were installed prior to 1889. Several sewer lines have been identified for immediate rehabilitation.
SLCDPU is seeking engineering design services, bidding services, and services during construction for the rehabilitation of nearly 20,000 linear feet of sewer lines within its collection system. It is assumed that the rehabilitation work will be mainly trenchless, except where host pipe defects require a typical excavation point repair to prepare the pipe for lining.
