About this file
This document is a comprehensive specification for roof replacement services prepared by Bender & Associates Architects, P.A. for the Monroe County Board of County Commissioners regarding the Key West Public Library, a 1958-constructed historic building with 15,400 square feet. The project scope requires removal of existing concrete tile roofing and installation of new 26-gauge steel 5V Crimp metal roofing with 7/16-inch tall seams and 24-inch coverage, complying strictly with Miami-Dade Notices of Acceptance and the Secretary of Interior's Standards for Rehabilitation administered by the Florida Department of State, Division of Historic Resources. Proposals are due July 28, 2026, and the specifications mandate that all contractors and certain trade workers meet prequalification requirements with demonstrated experience in historic preservation work. The specification document establishes detailed requirements across multiple divisions including selective demolition, metal fabrications, rough and finish carpentry, metal roofing, flashing and sheet metal work, sealants and caulking, and painting, with particular emphasis on protecting historic fabric throughout all operations.
The specifications require that metal roofing panels comply with ASTM A792 and ASTM A924 standards with a 20-year structural warranty with no dollar limit, include UL Class 4 impact resistance and Class A fire rating, and be installed by factory-trained applicators with minimum three years of experience on the specified system. The roofing manufacturer must have been in business for at least 25 years, maintain an OSHA Total Recordable Injury Rate of 2.95 or less, possess a manufacturing facility within 400 miles of the jobsite, and deliver all roofing materials via manufacturer-owned and operated trucks. The specifications extensively detail product requirements for fasteners, sealants, flashing, underlayment, and accessories, all of which must be sourced from the primary roofing system manufacturer to ensure compatibility as a complete integrated system. The project mandates compliance with the NRCA Roofing Manual, MBMA Metal Roofing Systems Design Manual, and SMACNA Architectural Sheet Metal Manual, with wind uplift testing per UL 580 and ASCE 7 load requirements, and requires pre-installation meetings, manufacturer technical representative inspections, and comprehensive quality control documentation throughout the installation process.
