About this file

This is a cost sheet exhibit for the New Jersey Housing and Mortgage Finance Agency's re-bid for electrical contractor services. The Agency seeks licensed electrical contractors to provide electrical maintenance, repairs, and installation services on an as-needed basis for two Agency-owned buildings located at 637 S. Clinton Avenue and 650 S. Broad Street in Trenton, New Jersey. The 637 S. Clinton Avenue building contains eight electrical closets, while the 650 S. Broad Street building contains four electrical closets and two hydraulic elevators. The contract will be awarded for an initial one-year term, with the Agency retaining the option to renew for two additional two-year terms.

Bidders must submit pricing in percentage upcharge format only, applied to the DLWD prevailing wage rates for the Electrician trade category; submissions of dollar amounts will be deemed non-responsive. The cost sheet requires bidders to provide a percentage markup on parts and materials, which cannot exceed 15 percent above the contractor's cost, and hourly rates for standard labor (Monday through Friday, 7:30 AM to 5:00 PM), after-hours/weekend labor, emergency services labor (three-hour response time), and holiday labor. The Agency is tax-exempt and does not include FICA, workers compensation, unemployment insurance, general insurance, profits, and administrative costs in the prevailing wage rates, requiring bidders to factor these expenses into their percentage overhead fees. Bidders are encouraged to offer cash discounts for expedited payment, though such discounts will not be considered in bid evaluation. Submission of a signed cost sheet constitutes the bidder's agreement to all RFP terms and conditions and the formation of a contract upon Agency acceptance.
