Norway Beach Recreation Complex Reconstruction – Phase 2

Sanitary Sewer System Replacement

Addendum to Specifications – Response to 2020 Pandemic Due to the circumstances resulting from the response to COVID-19, the operation of the Norway Beach Recreation Complex is different from past years. The Campground is currently not open to the public.

Not all improvements or amenities are starting up at the traditional times. Use of any areas and/or improvements may require special cleaning/disinfection.

For this reason, changes and clarifications to the contract requirements are as follows:

Note: “Contractor” below indicates all prime- and subcontracting personnel. The prime Contractor is responsible for the actions of all prime- and subcontracting personnel.

1. Site visits, including pre-bid site visits, must be by appointment only. Once work has begun, the Contractor shall provide the COR with a written schedule indicating when any contractor or subcontractor personnel will be on site. Any changes to this schedule must be made in writing and approved by the COR before contractor or subcontractor personnel will be on site.

2. Contractor shall follow the social distancing and hygiene procedures recommended by the CDC to the fullest extent possible at all times. The Contractor shall clean and disinfect any improvements that are used (occupied or touched) by the Contractor before leaving the area each day.

3. It is possible that some Campground Host personnel may be residing at the campground. There may also be Forest Service staff who are not involved with this contract working at the campground. The Contractor and all associated personnel shall avoid or limit interaction with the campground host and any Forest Service staff members to the fullest extent possible.

4. The Campground water systems will not be available for use by the Contractor.

5. The Campground electrical systems will be available for reasonable use by the Contractor, and for connection/integration into the new work. Use and access to the existing electrical system must be coordinated through the COR – it may not be available at all times. Note that the requirement to clean/disinfect improvements applies to electrical panels and other related items.

6. On-site camping by any Contractor or associated personnel is not allowed.

7. Use of existing toilet/shower buildings and/or vault toilets by contractor or subcontractor personnel is not allowed. Contractor shall supply and maintain suitable temporary/portable toilet facilities as required. Toilet facilities and all waste shall be removed from the Campground immediately at the conclusion of the work.
