Offeror’s Experience and Capacity
The Offeror is cautioned that it is the Offeror's sole responsibility to submit information related to the evaluation categories and that the State of Arizona is under no obligation to solicit such information if it is not included with the Offeror's proposal. Failure of the Offeror to submit such information may cause an adverse impact on the evaluation of the Offeror's proposal. It is strongly discouraged for you to copy the Scope of Work in lieu of providing unique responses below.
OFFER MAY BE DETERMINED AS NON-RESPONSIVE IF ALL QUESTIONS ARE NOT ANSWERED FULLY.
Question 1: Describe the Entity’s experience providing parenting time services, including the number of years of experience, history and capability.
Offeror Response:
MIH Ventures LLC dba Echelon Services has been providing Supervised Visitation/Parenting Time Services since 2021. We do not presently have a contract with AZ Department of Child Safety for Parenting Time Services, but we do have one for Out of State Supervised Visitation, that we have had for about a year.
Other than that, we provide services for self- pay clients in Arizona and other states as well. We also have SVO/Parenting Time Contracts with other state agencies providing these services. As a new contractor for AZ DCS Parenting Time Services, we will be driven to create, improve and exceed the expectations that follow a new agency. Our agency presently employs a diverse staff of men and women from several cultural and ethnic backgrounds. Our key personnel and Case Aides come with a vast array of education and experience. Their experience includes Case Managers, Group Home Coordinators, Counselors, Educators, Case Aides, Nurses and other staff in the medical field, Day Support Staff, Clinicians, Therapists, Behavioral Health Technicians and many others. Our present team of staff hold over 35 years of experience in working with families and children. This experience will be put in place and utilized to motivate and support our families during their visitation time. The Key Personnel themselves have a combined 9 years of providing Supervised visitation themselves before taking on Admin and executive roles. Because we have staff that are already trained to advocate for our families and the needs of our families, we are able to assist them with not only visitation but with finding community resources and also with becoming more self-sufficient. Because some of our staff are trained in counseling this will assist when it comes time to deescalate situations and will be utilized to assist children with understanding the aspects of the visits. One reason why we excel from other companies is that we believe in quality verses quantity. We offer flexible scheduling, pay excellent rates and care about our employees. We have a low turnover, and administration is extremely involved with all cases. Our Key Personnel is always there for the staff and families.
We have the experience to deal with the families that are referred to ADCS, and we understand the support that families that are referred to ADCS need. We have strong boundaries needed with this population. Our staff understands the importance of documentation and know how to complete timelines within the requirements of the contract. We understand the importance of following the contract. Our staff are dedicated, educated and welcome the challenge of working with ADCS.

Question 2: Provide a detailed plan of how your agency will be ready to serve cases on the go-live date, after award. The response shall at a minimum describe and provide a response for each of the following bullet points listed below:
§ Provide the anticipated number of referrals your agency expects to have the capacity to serve on the first day of contract implementation.
§ Does your agency anticipate an increase in capacity throughout the contract term? If yes, describe your plan for scaling up, including timelines, staffing, and resource allocation.
§ Describe how your agency tracks and manages service capacity and the progression of referrals (cases) in real-time. What tools, systems, or processes do you use to ensure timely scheduling and service delivery?
Offeror Response:
Our agency will be more than ready to serve cases on the go-live date after award. Starting out we anticipate being able to accept a minimum of 35 referrals (20 in Maricopa County, 10 in Pima County and 4 to 5 in Pinal County). This is just an initial 1:2 caseload for our Case Aides for starting out but our goal is for Case Aides to carry at least a 1:6 caseload. We are also committed to increasing our capacity by adding more Case Aides as needed to support the waitlist that ADCS has. Within the first 3 months we plan to triple our number of Case Aides and triple our caseload capacity. Our Case Aides will be matched with referrals based on language, gender, ethnicity, geographic location and expertise and availability. We have the capacity to provide Parenting Time Services in the mornings, evenings, on weekends, on holidays and other times convenient for families Our plan is to continue to provide services but also to increase case aides. We will be adding new staff continuously to implement the growing need of the Parenting Time Program. This way we can ensure that we will provide the best quality services and so there are no gaps in services. We will hire and keep up with the demand providing we are awarded a contract for Parenting Time Services. Our Referral Specialist, under the direction of the Program Manager will communicate with staff weekly to get their availability for new cases. She will then be responsible for communicating all referral needs to the referral Unit at ADCS, receiving referrals, assigning referrals, maintaining case files and contacting clients that are non-responsive. Our agency will follow these steps:
• Accept all referrals received
• Make initial contact with the ADCS specialist within 24 hours to provide name of person assigned to case, A v a i l a b l e

Question 3: Provide examples of challenges your agency has encountered in parenting time services and how you addressed them. Include challenges with maintaining contract capacity, if applicable.
Offeror Response:
The main challenges that we have had are having clients not show up for the visits and cancelling at the last minute. We are addressing that every day by ensuring that the staff members build rapport with the clients and instill trust initially so that they can enjoy coming to these sessions without feeling judged in any way.
Another challenge has been finding qualified and dedicated applicants. We have addressed that by offering competitive pay and building great working relationships with our staff from day one.
