About this file

This document is a detailed Scope of Work for an online auction services contract, primarily involving the Arizona Department of Transportation (ADOT) with Public Surplus, an online auction platform provider. The scope outlines comprehensive requirements for an online auction system that will enable the agency to sell surplus property, vehicles, equipment, and other miscellaneous items. The contractor (Public Surplus) demonstrates extensive experience in providing online auction services, with references from other government entities including the State of Texas, State of Connecticut, City of Chandler, and City of Mesa.

The proposed online auction system offers a comprehensive suite of features, including 24/7 website availability, robust security monitoring, flexible auction management tools, and extensive reporting capabilities. The contractor proposes an all-inclusive, non-tiered fee structure based on a percentage of actual sales, with options for either the agency or buyers to pay auction fees. Key system capabilities include full administrative control for the agency, ability to list and manage multiple auction items, detailed bidder management, automated notifications, proxy bidding, and extensive reporting functions. The system supports various auction types, allows for internal item transfers without fees, and provides marketing support to expand the bidder base. The contractor offers support services including training, technical assistance, and maintenance, with support hours extending from 6:00 am to 8:00 pm Mountain Standard Time.

You can have as many departments under one account that you would like. Then, when you are creating an auction you can select the department this auction is for and for accounting purposes you can run reports or searches based on each department individually instead of running the data for eveybody. The City of New York currently uses this feature for over 100 departments and it helps them keep everything stored in one location but in an itemized breakdown per department.

We have a buyer team solely responsible for catching and suspending buyers that may be performing suspicious activity on our website.

5.6.2 Provide all security systems, anti-virus and firewalls capable of preventing the hacking of any auction information stored on the Contractor’s system or systems.

Response: We provide all security, firewalls and hacking protection for our government agencies. We are solely responsible for keeping and protecting private information for our agency users and buyers.

5.9.1.1 An itemized expense schedule and fee report shall be prepared for each auction.

Response: Our system currently does this and it is all accessible with our reports function.

5.9.2 The option for an Agency pays or Buyer pays auction fees arrangement or a combination of the two.

Response: Our fee structure fits this model option and full information is outlined at the end of this 5.9 section.
