About this file

This document is an Attachment 1 - Cost Proposal for a training services contract, detailing a market basket approach for evaluating pricing of professional development and technical training courses. The contract period extends through 10/31/2024 and appears to be focused on providing technology and professional skills training through virtual and self-paced learning modalities.

The proposal outlines seventeen market basket courses spanning technical domains such as Microsoft technologies, project management, software development, cybersecurity, database administration, and professional certifications. Vendors are required to provide pricing for a minimum of five courses with a flat percentage discount, with courses priced at entry-level and deliverable via real-time virtual classrooms or self-paced formats. The evaluation methodology involves calculating a daily course rate with discount, which will be used to determine cost points. The specific pricing example shows courses ranging from 3-5 days in length, with catalog prices between $1,786 and $2,575, and a standard 10% discount applied. The total cost allocation for evaluation purposes is $523.53, representing an aggregate daily rate across the proposed courses.

The evaluation of prices will consist of taking the catalog price of each offered market basket course divided by the course length, minus the flat percentage discount (daily course rate with discount.)

The daily course rate with discount will then be totaled for all courses offered and divided by the total number of courses offered from the market basket. This number will be utilized to determine cost points.

Offerors can provide courses outside of the market basket; however, for evaluation purposes only market basket courses will be considered.
