About this file
This is an Amendment to Solicitation/Modification of Contract (Standard Form 30) for RFQ No. 19RP3826Q0080, issued by the Contracting & Procurement office of the General Services Office at the American Embassy Manila, Seafront Compound, Pasay City, Philippines.
The amendment incorporates Attachment 1 (Statement of Work) and Attachment 2 (Photo Reference) into the solicitation and amends cross-references in pages 5–6. The project scope involves repair by replacement of the existing fuel dispensing system at the Seafront Compound Gas Station. The contractor must furnish all labor, materials, equipment, tools, transportation, technical expertise, and supervision necessary to remove the existing fuel dispensing system and install a new Fuel Dispensing System with SmartFill Gen3 technology. Specific deliverables include two GASBOY AtlasX 9853GXTW1 DF fuel dispensing units (one for gasoline, one for diesel) with detailed technical specifications including UL/cUL certification, 50 psi maximum operating pressure, Gilbarco 4-piston meter, 2-stage valve, and 2-wire communication protocol. The SmartFill Gen3 system components required include one SF3-AC unit with AC power, SFM2000 and SFM2053 modules, A1514 antenna, and SDM2007 module for ATG interface. The contractor must also remove and properly dispose of all existing equipment per NFPA 30A requirements, integrate the new system with the existing Automatic Tank Gauge (ATG) system, and conduct comprehensive testing and commissioning. Additional requirements include submission of manufacturer authorization letters, past performance documentation for similar fuel dispensing or management system contracts within three years, delivery period with detailed project schedule, warranty and replacement provisions for defective items, safety plan addressing OSHA and local requirements with hazard area management per NEC Article 514, environmental and disposal methodology, and formal commissioning report demonstrating successful system integration. The amendment was dated June 30, 2026, and signed by contracting officer Sean P. Sharpe on July 15, 2026. Contractor acknowledgment of the amendment is required prior to the hours and date specified in the original solicitation.
