1Could you please tell me if your office intends to make multiple awards for the referenced opportunity?No, Single Award is contemplated.
2Will the Government confirm this RFP falls under NAICS code 339999, as listed in SAM? It is not specified in the actual RFP as stated in Section 52.212-1 (a) on page 49.Confirmed.
3Will the Government provide the funded ceiling for this BPA?$90,000,000.00
4Per Section ii on page 7, will the Government clarify which specific equipment requires translated manuals?Any translation services for manuals will be specified at the Call Order level.
5Per Section iv on page 7, if the Offeror provides an alternate solution and pricing, is the Offeror required to provide pricing for the specific item as listed in the call order if the item is still available from the OEM? If yes, which price should be included in the call order proposal total versus which price should just be noted separately?For the Molodva and Ukraine Call Order, the government is not accepting alterntative equipment unless the equipment is no longer manufactured, then we would accept alternative solutions. For furure call orders, the government may be open to alternative solutions.
6How long is pricing for call orders, including the sample call orders, required to remain valid? Will price escalations be allowed to account for cost increases on equipment and services, inflation, supply chain issues, etc.? If so, what is the extent and frequency of those allowances?60 Days unless specified otherwise. Price escalations for labor rates are allowable based upon inflation but needs to be captured in proposal.
7Per Section v on page 7, what specific documentation is required from the Offeror to prove access from the manufacturers to the items listed in Attachment A?Offerors must certify the ability to procure all items on Attachment A within Technical Proposal.
8Under this BPA, are there any requirements for Country of Origin under Berry, BAA, TAA, etc.?Sources of equipment and supplies must be in compliance with federal regulations, international treaties and/or sanctions.
9In reference to Section L.5.2 on page 47, can the Government confirm that the Offeror only needs to provide pricing for the items listed in both sample call orders as part of their proposal?Yes, to be captured in Cost/Price Proposal: This is the only document in which cost/pricing information may appear. In this document, the Contractor shall detail the labor categories that it anticipates using in performance of the BPA Call, the number of hours of each labor category proposed, a comprehensive listing of all materials and equipment it anticipates using, the cost for those materials and equipment, and any anticipated travel-related expenses. All proposed labor rates will be based on the Contractor’s published commercial rates, and thus will be inclusive of all elements of indirect cost and profit.
10Per the Period of Performance for both sample call orders, what does the 2-week lead time pertain to specifically? Can the Government confirm that it pertains to the Contractor having two weeks to respond to the sample call order once issued (i.e., confirm that items can be procured as requested, provide alternatives if in the bests interests of the Government, confirm pricing, lead times, etc.)?The two week lead time refers to the time between the placement of order/item to when the item is received/delivered. The Government will accept a longer lead time for the current Moldova and Urkraine Order if all Offerors face difficulties with the specified deadline. Future Orders lead time are negotiatble with the awardee.
11For the sample call order pricing, to what specific destination should the Offeror base the cost of shipment/delivery?Please refer to the Places of Performance outlined in the Attachment B and C SOWs and their international airport address for pricing. Detail addresses will be provided at award.
12Are the call orders under this BPA exempt from VAT taxes? If VAT is not exempt, should the Offeror factor the cost of VAT taxes into the price proposal for the sample call orders?Yes, VAT and all related customs taxes and duties are exempt. EXBS will provide assistance with customs clearance.
13If any product requires a license for software, what is the Government’s requirement for the term of the license?Industry standard unless requested/specified as options.
14What is the Government's requirement for a specific model number and/or specific color and size for UKRAINE SAMPLE CALL ORDER, Line Item 01, Camo Netting?Legacy Light Weight Camouflage Screening System (LCSS) quantity in 80% Woodland, Lightweight, Radar Scattering, Type III (NSN 1080-00-103-1246) and 20% Snow, Lightweight, Radar Scattering Type III (NSN 1080-00-266=1823). Includes screen, support system, and repair kit.
15What is the Government's requirement for a specific model number and/or specific color and size for UKRAINE SAMPLE CALL ORDER, Line Item 02, Camo Netting with Thermal Protection?Meets standards of military performance for thermal protection (MIL-PRF-53134 Type III). Does the USG anticipate contractors adding VAT to the total pricing for both Moldova and Ukraine or will the USG coordinate with the host nations to waive VAT tax for any locally procurred items?VAT reimbursement waviers have to be submitted to tax authorities prior procurement and might take 4-6 months - and might not be approved, therefore please consider including 20% VAT for local procurements.
53C-001 SOW Page 7 – Training: SOW states ISN/ECC will require the Contractor to provide in-country installation and/or operator training for equipment items as specified in the BPA Call issued. Can contractors assume the USG will provide the level of currrent training of the host nation based on the equipment?Yes

61Can the government provide examples of Professional Services Compensation PlanNo, Compensation Plans vary among industries & firms and evolve with changes in market condition. Please demonstrate how Offeror is able to recruit and retain personnel with its Compensation Plan.
62During the FY 2023 ISN Implementers' Conference, the Government highlighted a CBRNE equipment and countermeasures Blanket Purchase Agreement (BPA). Is this the same opportunity?Both ISN/ECC and ISN/NDF are looking to establish BPAs to streamline acquisition methods that would enable the purchase of equipment, supplies, training, and services to acquire EXBS’ needs promptly and immediately.
63The ISN/ECC Equipment requirement has historically been a multi-award indefinite delivery, indefinite quantity (ID/IQ) vehicle with competition at the task order level. Can the Government disclose the rationale for the change in its acquisition strategy?ISN/ECC is exploring new aquisition options to remain as flexible as possible to support the EXBS mission.
64The draft Period of Performance has a start date of August 29, 2022. The ordering period for the current ISN/ECC Equipment ID/IQs runs through April 30, 2023. We recommend the period of performance for this BPA be adjusted to start no earlier than May 1, 2023.POP date will be adjusted accordining to when the award is made. The Current IDIQ is indepepent of this BPA.
65Hikvision is mentioned as a prohibited manufacturer and then listed as a suggested manufacturer for attachment C, line items 89, 90 & 91. Should alternative non-prohibited items be proposed that are equal or better, or will these be removed from the RFP?Best alternative non-prohibited item, of equal or better capability.
66Can an address or shipping destination be provided to be able to obtain shipping cost? Or will shipping cost be calculated at ARO? Are OCONUS procurements and direct deliveries to destination acceptable or must goods be sent to CONUS warehouse to consolidate shipment(s)?For Ukraine: Most shipments to be staged and consolidated with USG freight forwarder in DC Metro Area near Dulles International Airport (IAD). OCONUS procurements and direct deliveries are acceptable in most cases.
67Since Offerors are being evaluated on the overall requirement and our response to the sample call orders, do the Key Personnel positions we are nominating at the BPA level need to be the same as those being nominated at the call order level?Yes. As outlined in the SOW, the Contractor agrees that one of the primary bases for award of this BPA is the list of key personnel proposed. Accordingly, the Contractor agrees to assign to this BPA those key persons whose resumes were submitted with the proposal necessary to fulfill the requirements as stipulated in BPA Calls as issued under the BPA. No substitution shall be made without prior notification to and concurrence of the Contracting Officer. During the first ninety days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment.
68Can the Government combine the allocated page count for Factors 1 and 2 (i.e., 30 pages) and then allow the Offerors discretion to determine how many pages should be used to sufficiently address each evaluation factor?Please follow proposal instructions as outlined for both Volume 1: Technical Proposal and Volume 2: Price Proposal.
69There is no allocation of pages for Key Personnel resumes – Is this intentional? Are Offerors expected to summarize the capabilities of their proposed Key Personnel within the page limitations for each of the evaluation factors?There is a 2 page limit per resume under factor 1: management approach.
70What is the maximum number of past performance summaries that can be submitted?There is no limit for max numbers of Past Performance summaries, but there is a 15 page limit for the Technical Proposal.
71Attachment B – Item List and Attachment C – Item List include pricing sections for equipment. Are Offerors expected to complete these sections and include with their submission?Yes. Please submit through price proposal.
72What additional information is the Government expecting Offerors to provide?Offerors should provide as much information as possible to convey/demonstrate performance confidence within the page limit.
73Many items on this list are the same as items requested for solicitation 19AQMM22A0234. How will the Government determine which BPA is more appropriate to use?The requirement is Program Office specific. Evaluation, award, and ordering will be independent of each other.

-What does initial/older equipment okay mean?Military netting comes in a set: one hexagon, one rhombic, one carrying case, and a repair kit. ULCANS is currently fielded NATO standard system with the enhanced thermal protection desired. Lightweight Camoflage Screening System (LCSS) is the legacy NATO screening system - LCSS acceptable. NSN for sets provided in lines 14 and 15.
