SAMPLE BPA CALL
STATEMENT OF WORK
SPECIAL OPERATIONAL EQUIPMENT FOR EXBS SERVICES TO SUPPORT ACTIVITIES OF STATE BORDER GUARD SERVICE OF UKRAINE
Background
ISN/ECC oversees the U.S. Government’s Export Control and Related Border Security (EXBS) Program. EXBS is designed to stem proliferation of weapons of mass destruction and their delivery systems, and irresponsible transfers of conventional weapons, by assisting countries in establishing effective export and border control systems meeting international standards. The War in Ukraine continues to require the EXBS to provide border security agencies with field and surveillance equipment utilized by mobile teams that would screen for suspect vehicles, identify proliferators, prevent the transit of WMD materials, reveal hidden explosives, and identify other potentially dangerous devices/substances that may potentially transit through Ukrainian border with Russia and Belarus.
Goals and Objectives
The objective of this BPA Call order is to place an immediate order to fulfill EXBS mission to provide specialized equipment and advanced technology to ensure surveillance and mobility at the Ukrainian border with Russia and Belarus.
Scope Pursuant to the terms of the BPA, the Contractor will source and provide specialized operational equipment, as mentioned below, to support EXBS efforts in Ukraine. The contractor will provide a wide array of services which will include, but are not necessarily limited to performance of work within the scope of the call descriptions and activities set forth below:
1. Procure required equipment for the EXBS mission, with the capability to substitute and provide the current, latest model, type available in the marketplace as determined necessary to fulfill the needs.
2. Coordinate the shipment of procured equipment.
3. Coordinate and complete the required export control documentation and other shipping documents to accompany any items within a shipment.
4. Coordinate with necessary Freight Forwarders and Warehousing to accommodate the movement and storage of shipments.
5. Work with Kyiv EXBS office to ensure all shipments are received from and delivered to the end-users. This includes forward transportation to the end-user.
6. Provide any necessary training to end-users or train the trainer training.
7. Provide for any other provision of logistics/procurement/training support to support the overall shipments.
Places of Performance
The place of performance for this Sample BPA Call is the continental United States and designated training areas in Ukraine, Moldova, Poland, Romania, and/or Slovakia.
Period Of Performance
The BPA Call shall consist of a one-year base period effective from issuance of the BPA Call Order. Procured items should be predicated upon a 2-week or less lead time.
