Questions Responses

Will the government provide an IDIQ labor hour template for pricing as it has with similar opportunities?

No, Government will accept Offeror format

Will the sum total pages of Factor 4 be 15 pages or will the section require a 15 page response per task order? If the former, is it acceptable to reference management and key personnel sections from Factor 1 and Factor 2 in Factor 4 to accommodate the page count?

15 pages total for Factor 4, reference is allowed.

Are the Key Personnel and Managements sections required for each task order in Factor 4 or is the technical approach the only requirement?

Unless the Offeror plans on altering their Key

Personnel and/or Management approach for doing the

Task Orders, it is not required to specifically address those in Factor 4.

Is clause 52.248-1 - Value Engineering applicable to the statement of work as defined in the RFP? If it is applicable, will the

Government please provide additional detail regarding tasks or work that would fall under this clause?

The Government places minimal value on Value

Engineering proposals for this IDIQ.

Must key personnel require both Mandarin and Cantonese language skills, or is Mandarin alone acceptable?

Mandarin and Cantonese proficiency is required for the

Principal Trainer. For the other key personnel, Mandarin is required and will revise Section L & M of the solicitation to eliminate the requirement for

Cantonese proficiency.

6 May bidders propose additional support personnel? Yes

For the Price Proposal, confirming that Contractor format in Excel is acceptable and that no Govt. formatted excel pricing file will be included in the RFP package.

Confirmed.

8 When is the anticipated start date of this Program?

The Government proposes to proceed expeditiously with planning trainings and engagements following award.

There is an overlap in the proposal requirements between Factor

3 Technical Approach and Understanding and the Task Orders. To reduce redundancy, can Offeror’s reference other Factors in their

Technical Proposal response?

Yes. The Government values brevity and efficiency in proposals.

How many training workshops does State anticipate to require the

Contractor to deliver over the course of the IDIQ?

The Government is contemplating undertaking no fewer than four engagements under this IDIQ.

Is Task Order 1 awardable and anticipated to be issued upon IDIQ contract award?

Yes.

The Period of Performance for Task Order 1 is stated as one year plus two option years for all the research requirements listed in

Task Order 1. Is it a single report that is to be delivered to NDF that contains all analysis of the open source research? And is the report to be submitted at the end of the three years? If the If not, what is the Period of Performance for Task Order 1 specific to the research and when the report is due to NDF.

No. The Government proposes to task the Contractor with specific, time-limited ad hoc research and analysis requirements and/or reports to be undertaken periodically over the lifetime of the period-of-performance. In the taskings, the Government will advise the Contractor as to when said reports and/or analyses should be delivered.

Confirming that Offerors are to price all logistical considerations as listed in Task Order 2 to include venue cost, travel of participants, lodging, per diem and translation costs.

The Government does not currently have an awardable statement of work for Task 2 at this time; however, Offerors may expect the government to periodically issue Task Orders under Task 2 during the lifetime of the period-of-performance of the contract. For these

Task Orders, the Government will indeed require the

Contractor to price out these and other logistical costs.

Will DOS officials be present at the training, if so how many and is the Contractor to provide logistical arrangements for these officials?

State officials may or may not be present at individual trainings at the discretion of the Government. While specific direction to the Contractor will be given at the time of the issuance of individual Task 2 Task Orders, Contractors may assume that the Government will generally undertake its own travel arrangements.

Will interpretation be needed in delivery of the training workshop?

Yes.

Will the translation of materials be needed in Mandarin and/or

Cantonese?

It depends on which country the engagements will be delivered to. However, the Government is currently contemplating that the vast majority of work will be in

China, and consequently the training materials will in most cases need to be translated into one or both of those languages.

Are translation costs required to be priced for the delivery of training?

Yes.

18 For Task Order 2, how many days will the workshop be?

On average, the Contractor may assume that the workshops will last 3-5 days.

19 What is the period of performance for Task Order 2?

The Government does not propose to issue a Task

Order for Task Order 2 at time of award. The SOW for

Task Order 2 in the solicitation represents a sample task order to assist Offerors in understanding the

Government's intent. Periods-of-performance for tasks to be undertaken under Task 2 will be specified within the relevant Task Orders at time of issuance.

To confirm the research/analysis completed in Task Order 1 will support the development of the training workshops as outlined in

Task Order 2, is that correct?

Yes. The Government intends the work under Task 1 to support work undertaken under Task 2.
