Questions Responses
1. Task Order 1 – We understand that there is an undetermined number of ad hoc research requests to be required for the Contractor under Task
Order 1 over the three-year period of performance. However for pricing purposes, what is the Government’s expectation on the number of annual research requests to be asked of the Contractor? This information is critical to help Industry submit fair and reasonable pricing.
For pricing purposes, Offerors may assume that the Government will order one a month. The Government anticipates ordering short, summary reports on vessels or maritime entities of interest (as opposed to detailed analyses.)
2. Task Order 1 -When a report is commissioned by NDF, how long will the typical due date be before a final report is to be delivered to the
Government? 30 days? 60 days? This information is critical to help
Industry submit fair and reasonable pricing.
Offerors may assume that the deadline for tasked reports will be within seven calendar days following the order.
3. Task Order 2 - Under the scope of TO2 it states, “to be delivered to 10
Sewardian Port Authority officials at the Sewardian capitol of
Williamburgh” and in the requirements section it states, “deliver the training workshop to a class of 25 Sewardian Port Authority officials.”
Which number of workshop participants would the Government like us to price?
4. Section M.3 of the RFP - The RFP states, “Offerors’ past performance will be evaluated on the basis of information contained in the Offeror's proposal and the information that the Government obtains through other means such as through the Contractor’s Performance Assessment
Reporting Systems (CPARS) and Past Performance Surveys .” The
Government did not provide a past performance survey as a part of its
RFP package. Confirming that completion of a past performance survey is not required for submission.
The Government is not formally requiring completion of a past performance survey, but Offerors are encouraged to bring particular relevant
CPARS reports to the attention of the
Government.
