#Vendor Questions/RecommendationAnswer
It states in (a) that a facility clearance at the Top Secret level is required for contract performance. Does the bidder need a Top Secret clearance to submit a proposal? We currently have a Secret clearance with capabilities of getting a Top Secret given the TS/SCI individuals we currently have employed.A Top Secret clearance is required at the time of proposal submission.
In the table detailed the page limits for each section, it states Factor 1, Part 1/Technical Narrative (include Transition Plan) is limited to 15 pages. In the Submission of Offeror section table, it states Factor 1 is limited to 10 pages. Could you clarify whether we have 10 or 15 pages for Factor 1?The page limitation has been changed to 15 pages throughout.
The page limitations listed for Factor 1, Technical Narrative is different in Section 2 vs. Section 3, Figure 1. Please confirm the page limit for the Technical Narrative section. The page limitation has been changed to 15 pages throughout.
Section 3, Submission of Offer explains that the submission is electronic but does not specify to whom the electronic submission should be submitted to. Please confirm name and email for submission/electronic delivery. The offer shall be submitted via email to McCollumrl2@state.gov and webersl2@state.gov with the subject line "Escort Courier Service Proposal" by the date identified in the solicitation.
This section states that there are 5 Logistic Technicians III located in Washington, DC, but Attachment A only has 4 line items for Logistic Technicians III. Please advise which is correct. The additional Logistic Technican III was added to the Pricing Schedule.
Figure 1, Pricing Instructions state that Part II includes two sections 1) Pricing Narrative (3 page limit) and 2) Pricing Proposal (unlimited). Does the 'Price Proposal' refer to only Attachment A? If not, please clarify what additional information is required under the 'Price Proposal' volume. The Pricing Proposal refers to Attachment A. The Pricing Narrative is the offeror's opportunity to describe their pricing approach based on the rates submitted in their pricing proposal.
The instructions state "The offeror shall also provide their professional compensation".
Please clarify what information the government is requesting in terms of Professional Compensation. Our assumption is that the Professional Compensation information will be provided in the Price Proposal tab (unlimited page count). Please confirm. The offeror is permitted to include their professional compensation plan as a Price Proposal tab with an unlimited page count.
There are fill-in clasues in Section K, but no reference in the instructions where to include this information in our response. Please advise if Section K should be included in Part II, Price Proposal volume (no page limit) or clarify the Government's intent regarding where Offeror should include the completed Section K in the response. Each offeror shall provide Section K in their response.
The solicitation incorporates even numbered Wage Determinations (WD 2015-4548 -Miami) and (WD 2015-4282-Washington, DC). Is it the Government's intent to change the Wage Determinations from an odd number WD to an even WD? This impacts the methods that are used to calculate Health and Welfare costs. This solicitation incorporates even numbered wage determinations because the contract requires offerors to have a fringe benefit plan requiring compliance on an “average cost” basis. .
Can companies partner or sub with another companyThe offeror is permitted to partner via prime/subcontractor or contractor teaming arrangement relationships. However, the offeror must identify those partnerships in their proposal.
Please advise in which section of the Pricing response the signed SF1449 and Section B Tables should be includedThe signed SF1449 shall be included in the Cover Letter/Executive Summary section. The Section B tables will be populated by the Government when the contract is awarded. The offeror shall only sign the SF 1449 form.
