Can the Government revise the labor category titles in the attachments to match?Labor Categories have been changed: Senior Advisor, Technical Advisor, Senior Training Specialist, Training Specialist, Facilitation Specialist, and Site Coordinator. All documents have been amended.
RFP; Page 104; L.19.3 Factor 3 d. states, "For the purposes of similar size, dollar value will be evaluated for recent and relevant experience executing task orders with an overall value from $2 million to $10 million in geographically dispersed locations."
RFP; Page 117; Section M, Factor 3 states "For the purposes of similar size related to Global Advisory, dollar value will be evaluated for recent (within the past sixty months) and relevant experience (performing on task orders with an overall value from $5 million to $10 million)."Can the Government confirm the range of overall value $2M to $10M for the purposes of determining similar size?Section M, Factor 3 has been amended as follows: The Offeror shall provide at least three (3) Past Performance Contract Profiles (Refer to RFP Attachment entitled “Past Performance Contract Profile” for a suggested template) that are directly relevant to the required effort and are of similar size (dollar value), scope (substantially same services) and complexity (degree of difficulty). For the purposes of similar size related to Global Advisory, dollar value will be evaluated for recent (within the past sixty months) and relevant experience (performing on task orders with an overall value from $2 million to $10 million). At least two (2) of the Past Performance Contract Profiles shall be for services performed as the prime contractor. The contractor shall, as a minimum, cite specific experiences in:

The Government will eliminate from award consideration any Offeror that does not have an active facility clearance or any Offeror that failed to submit an offer that conforms to the RFP."Can the Government confirm proof of an active facility clearance should be included in the Business Volume?The Government confirms Facility Clearance through the Defense Counter Intelligence and Security Agency.

Attachment 4: Fact Sheet on Vehicle & Equipment Procurement Restrictions – Annex 2 Can the Government confirm Attachment H and Attachment I are Attachment 3 and Attachment 4 that are referenced in Section L of each of the Task Orders? Yes, confirmed Task Orders 1-3 Section L has been amended as follows: 4. Offerors shall complete and include Attachment H: Fact Sheet on Vehicle & Equipment Procurement Restrictions – Annex 1 and Attachments I: Fact Sheet on Vehicle & Equipment Procurement Restrictions – Annex 2 as part of their technical proposal. The contractor shall specify the vendor and procurement location for all equipment. Offerors shall not assume approval will be granted for procurement exemption restrictions identified in Attachments H and I. Offerors that fail to complete and include Attachments H and I may be removed from award consideration. Attachment H and I are excluded from Page Limitation.

RFP; Page 42; H.6.1.2 Training states "The Contractor shall ensure that all personnel are trained in accordance with all terms and conditions at the Task Order level and be certified in accordance with all federal, state and local requirements. This includes the completion of training prior to deployment and maintaining that level of training throughout the duration of performance under any Task Order."Given that Lebanon is a high threat post, can the Government confirm the Advisor must complete FACT Training prior to deployment and this cost should be included in the sample Task Order price?No, the program office is not requiring the Advisor to complete FACT at this time. However, Lebanon is high threat post, Task Order has been amended to add clauses HTSOS Security Training, and FAR 52.225-19. The training is available for download from fbo.gov.

RFP; Page 108; Section L 19.4 (b) 14 states "In the Narrative, offerors shall identify… a. Name of each proposed subcontractor; b. Total dollars estimated to be subcontracted to each proposed subcontractor; c. Total dollars estimated to be performed by the offeror; and d. Percentage of work (based on estimated total dollars) to be performed by the offeror and each proposed subcontractor. "Can the Government confirm basis of estimate descriptions for the Task Orders are not required for the Pricing Narrative?Refer to Provision L 19.4(b)(14)(b), which provides: “The offerors shall identify, based on their Grand Total Proposed Price in Pricing Tables 1 through 4, the: Total dollars estimated to be subcontracted to each proposed partner….” The Government does not require basis of estimate descriptions.
Attachment K- Pricing Tables 2-4Will the Government issue subCLIN numbers or a description of how ODC and travel costs should be listed in the referenced Pricing Tables (ie. subCLIN for DBA, Travel, etc.)?The Government will not provide Sub-CLIN numbers for ODCs and travel costs for Pricing Tables 2 through 4 of Attachment K. Refer to RFP Section L.19.4(b)(13), which states, “In Pricing Tables 2 through 4, offerors shall provide a breakdown of their proposed firm-fixed prices for Task Orders 1, 2, and 3, respectively.” Offerors may organize the required pricing information in RFP Sections L.19.4(b)(13)(a) through (l) at their discretion.
RFP; Page 94; L.9 Proposal Delivery states, the Offeror shall include one (1) compact disc (CD) for each Original Volume in Provision L.19 containing all of the information submitted in the hard copy."Can the Government clarify if Offerors should submit one CD containing all four volumes, or four CDs containing one volume on each?L.9 Proposal Delivery as stated Offeror shall include one (1) Compact Disc (CD) for EACH original Volume.
Attachment B Task Order 1 PWS; Page 2; Section 4 states, "State’s Bureau of Political-Military Affairs, Office of Global Programs and Initiatives (PM/GPI) has a requirement for full-time (40-hour work week) support services of one (1) Advisor embedded in the LAF Staff College."Can the Government confirm the location of LAF Staff College?Attachment B Task Order 1 PWS Section 4. has been amended as follows: State’s Bureau of Political-Military Affairs, Office of Global Programs and Initiatives (PM/GPI) has a requirement for full-time (40-hour work week) support services of one (1) Senior Advisor embedded in the LAF Staff College located in the Faiyadiyeh area near the MoD (greater Beirut area).. The work week in Lebanon is Monday- Friday.
Attachment B Task Order 1 PWS; Page 8; Section 11 states, "Advisor shall be primarily based in Beirut, Lebanon"Can the Government confirm the advisor will be embed at LAF Staff College?Confirmed.
Attachments B, C, and D; Section B list the advisor as CLIN X001.Can Offerors select an appropriate labor category from Attachment A for sample Task Order pricing purposes or will the Government specify a labor category to be used?Offerors shall use Senior Advisor for Task Orders 1, 2 and 3.
