U.S. Department of State RFQ #: 191NLE-19-Q-0051 INL Nassau Financial Forensic Accounting Training and Assistance

Attachment 1 – Statement of Work (SOW)

I. PROGRAM BACKGROUND

Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.

Mission of the Bureau of International Narcotics and Law Enforcement Affairs: INL is under the Under Secretary for Democracy and Human Rights (J) and works to keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.

At its closest point, The Bahamas is less than 50 miles from the United States. Between five and six million Americans visit The Bahamas every year and thousands are residents. The Bahamas faces significant challenges in providing security to its 377,000 residents. Violent crime is a major concern, threatening the safety of residents and visitors. Addressing our shared regional security challenges remains the U.S. Embassy’s highest goal. The U.S. Government, through the U.S.

Embassy Nassau, is committed to assisting The Bahamas Government in increasing citizen security.

The main partner of INL in The Bahamas is the Royal Bahamas Police Force (RBPF). Increasing the professionalization of their RBPF officers is a key component of this mission. INL Nassau aims to assist the RBPF, the Financial Intelligence Unit (FIU), and the Director of Public Prosecutions (DPP) to bolster their criminal financial investigation capabilities and to increase their rate of successful prosecutions of financial crimes and corruption. This includes training with a focus on the development and implementation of a law enforcement financial investigation framework, designed to increase the capacity of the RBPF to investigate matters of serious financial fraud and public corruption. One of the key areas of focus for these trainings pertains to criminal financial intelligence analysis. The intelligence analyst role is to collect, evaluate, and compile information in support of a specific investigation and to prepare a case for prosecution based on the results of the investigation.

Capacity building is necessarily a two-fold process to meet both immediate challenges and longer-term needs, which involves helping to build stronger institutions to provide needed capacity while raising the professional skills of law enforcement personnel. The primary goal of the training is to professionalize and enhance the practice of criminal financial forensic accounting within the law enforcement/criminal justice sector, assist in the building of specific real time cases, and develop and facilitate sustainable bilateral U.S.-Bahamas law enforcement relationships to address immediate challenges at the operational level.

II. SCOPE OF WORK

The scope of this project includes the development and delivery of comprehensive Financial Forensic Accounting and Investigative/Analysis Courses as well as in-person mentoring and assistance in case preparation from highly experienced subject matter experts. Delivery of the training/mentoring/case preparation program (hereafter referred to as the training session) will be provided in three-week increments, three (3) times per year during the yearlong period of performance. Each training session will consist of one (1) week of contractor-developed training, one (1) week of in-person mentoring, and one (1) week of assistance with case preparation based on actual cases awaiting adjudication. While the essential framework of the curriculum will be consistent (that is, one training course shall be developed), it will be updated/improved as necessary, based on an assessment of the efficacy of course session outcomes. Furthermore, the curriculum may be adjusted to accommodate the actual cases being used. The course sessions shall be designed to equip RBPF law enforcement officials and Bahamian justice sector officials with the analytical tools, skill sets, and knowledge necessary to investigate, compile, and prosecute cases involving public corruption, money laundering, and proceeds of crime.

The Contractor shall provide training services to the RBPF that in turn give them the skills and expertise to more effectively perform their jobs. The Contractor shall provide qualified instructor staff on USG/Host Nation-provided site in Nassau, The Bahamas for at least one of the three training courses, and the Contractor shall provide qualified instructor staff to host the trainees in Miami, Florida and shall provide the training venue/site in Miami, for least one of the three trainings. The third session location - either Nassau, The Bahamas, or Miami, FL - will be determined by case-specific information. The location for the training session can be determined according to the access to information and relevant material for the case studies.

The Contractor will provide four (4) professional grade laptop computers, four (4) professional grade desktop computers, four (4) monitors, and two (2) portable scanners, and a server, all of which will be donated to the RBPF at the conclusion of the training.

The Contractor will work with teams to investigate and develop at least nine (9) different cases per period of performance equating to three (3) cases per training session, to be used during the training session. The contract will also contain two (2) year-long option periods to allow for additional courses and case development, as training needs arise.

III. PERIOD OF PERFORMANCE

The period of performance will be one (1) year from contract award, with two (2) option years with three training sessions offered each year.
