Instruction INL/Nassau Financial Forensic Accounting and Investigative/Analysis Training Development & Delivery, Mentoring and Assistance

General Instruction:
1) While offerors are requested to provide pricing on a firm-fixed-price (FFP) basis for CLINs X001-X004, the USG requests submission of the cost buildup that comprises each FFP CLIN. Cost buildup may be submitted as additional tab(s) on the pricing spreadsheet.
2) Costs other than those outlined, below, may be included in the firm-fixed price, but should be identified and explained.
3) If available, Offerors should provide the most recent DCAA-approved provisional billing rates with quote. This shall not count against the quote page count.
4) For Firm-Fixed-Price CLINS, criteria for payment is acceptance of service by the Contracting Officer's Representative. For the Cost type CLIN, reimbursement will be made on the basis of costs incurred and approved by the COR, in advance, as dictated by the contract, and shall be supported by necessary documentation such as invoices, receipts, proof of payment, etc.
X001Program ManagementCLIN X001 shall be offered on a Firm-Fixed-Price basis. The Offeror's price shall represent a fully-burdened rate and may include all direct labor, applicable indirect costs, and profit for the period of performance. The Offeror shall develop pricing to accommodate the requirements of the Statement of Work. The USG shall rely on the judgment of the offeror to determine the number of direct labor hours and associated costs to be quoted in order to achieve the goals of the contract, while offering fair and reasonable pricing. The Offeror should bear in mind that a firm-fixed price provides for a price that is not subject to any adjustment on the basis of the contractor's cost experience in performing the contract. Though Program Management will be performed throughout the life cycle of the project, the firm-fixed price is being requested in four (4) lots, under the assumption that program management effort would be performed, primarily, in conjunction with curriculum development and the three training sessions. Also, assuming that program management services can be inspected and accepted by the COR on an incremental basis, four (4) lots will allow for four (4) opportunities to invoice, rather than to invoice only once at the end of the period of performance.
X002Curriculum Development (FFP) consisting of:CLIN X002 shall be offered on a Firm-Fixed-Price basis. The Offeror's price shall represent a fully burdened rate and may include all direct labor, applicable indirect costs, and profit for the entire period of performance. The Offeror shall develop pricing to accommodate the requirements of the Statement of Work. The USG shall rely on the judgment of the offeror to determine the necessary labor categories (curriculum writing/development in consultation with Subject Matter Experts who have the expertise and who will deliver the training - as outlined in and costed to CLIN X003) and the necessary quantified effort required to develop the course curriculum, assessment tests, and all curriculum-related deliverables, and to effecively analyze the assessments and course outcomes to make post-training edits to improve curriculum for future classes, in order to meet the goals of the contract at a fair and reasonable price. The Offeror should bear in mind that a firm-fixed price provides for a price that is not subject to any adjustment on the basis of the contractor's cost experience in performing the contract. The USG would expect that the firm-fixed price for CLIN 0002 (Base Year) would represent comprehensive curriculum development effort, while CLINs 1002 (OY1) and 2002 (OY2) would generally reflect post-training edits and improvements to the existing curriculum.
