PERTINENT INFORMATION
Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of state is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.
Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
The Counter-narcotics and Special Investigations Team (CSI) at INL Mexico supports the overall INL Mission by identifying, interdicting, disrupting, and dismantling transnational criminal organizations (TCOs) and reducing the flow of narcotics which threaten the safety of the United States and its citizens in accordance with Presidential executive orders on TCOs and the Opioids Crisis. This requirement will assist the Government of Mexico in achieving this mission.
Scope: The vendor shall provide all items stated under Appendix A: Technical Specifications.
Packaging and preservation shall be in accordance with commercial best practices to enable final shipment to final destination in Mexico. The first four mobile custom-made kits will be delivered to Mexico. The end place of delivery for the optional quantities will be determined if and when the need arises (e.g., Colombia, Dominican Republic, Panama, etc.).
Basis of Award: The Government anticipates issuing a contract to the vendor whose quote provides the best value to the Government, price and other factors considered. For this RFQ, technical merit is more important than price.
Type of Contract: This is a firm-fixed-price contract. Firm-fixed-price (see FAR 16.202):
Payment at negotiated firm-fixed-price. Negotiated firm-fixed-price includes direct labor costs, direct non-labor costs, applicable indirect costs, and profit.

Israeli national or resident, or with any person which is known or believed to be restricted from having any business relationship with or in Israel;
(5) Furnishing information about whether any person is a member of, has made contributions to, or is otherwise associated with or involved in the activities of any charitable or fraternal organization which supports the State of Israel; and,
(6) Paying, honoring, confirming, or otherwise implementing letter of credit which contains any condition or requirement against doing business with the State of Israel.

(2) Complying or agreeing to comply with import and shipping document requirements with respect to the country of origin, the name of the carrier and route of shipment, the name of the supplier of the shipment or the name of the provider of other services, except that no information knowingly furnished or conveyed in response to such requirements may be stated in negative, blacklisting, or similar exclusionary terms, other than with respect to carriers or route of shipments as may be permitted by such regulations in order to comply with precautionary requirements protecting against war risks and confiscation;
(3) Complying or agreeing to comply in the normal course of business with the unilateral and specific selection by a boycotting country, or national or resident thereof, of carriers, insurance, suppliers of services to be performed within the boycotting country or specific goods which, in the normal course of business, are identifiable by source when imported into the boycotting country;

(6) Compliance by a U.S. person resident in a foreign country or agreement by such person to comply with the laws of that country with respect to his or her activities exclusively therein, and such regulations may contain exceptions for such resident complying with the laws or regulations of that foreign country governing imports into such country of trademarked, trade named, or similarly specifically identifiable products, or components of products for his or her own use, including the performance of contractual services within that country, as may be defined by such regulations.
