1. Responses to PPI:
Question No. 1
QUESTION: Load Center / Power Panel will be separate from the control panel.
Answer: Yes, the load center/power panel shall be separate from the control panel.
Question No. 2
QUESTION: I looked very closely to the contract documents and cannot find any information on THPO costs. Can you please help in figuring this out?
Answer: The THPO monitoring costs will be paid directly to the Tribe through a Contract the Tribe has with IHS. The Contractor shouldn’t consider including THPO monitoring costs with their bid.
Question No. 3
QUESTION: If there are locations that the contractor deems cost effective, could we use 6” DR 9 HDPE in lieu of the pipe type listed on the plans and HDD bore these areas of choice? Some of the choice areas may help with the THPO issue listed above.
Answer: The Contractor shall bid the project according to the pipe materials and quantities identified in the bid package. Alternate construction methods and approved equal materials may be considered after award.
Question No. 4
QUESTION: It appears that there are some areas that may have fiber optics and other utility cable conflicts. Will it be the responsibility of the contractor to relocate the utilities in these areas or will we be able to change the alignment of the water line to accommodate the clearance needed?
Answer: The IHS may approve a change of the alignment to avoid existing utility conflicts but at no point will the alignment be allowed to move outside of the approved easement.
Question No. 5
QUESTION: Can you please let us know the location of the Bad Nations Tank Site?
Answer: The Bad Nation tank is located approximately 2.5 miles east and 2.25 miles north of the intersection of state highways 34 and 47 in the community of Fort Thompson, SD.

Question No. 6
QUESTION: Is this project subject to South Dakota exercise tax being that it is all within the exterior boundaries of the reservation?
Answer: Yes, this project is subject to South Dakota excise tax.
Question No. 7
QUESTION: On plan sheet 55, Gate Valve With Box Detail, references sheet 51 for the thrust block sizing; valves are not listed in the dimensions or drawings?
Answer: There is a dimension on the drawing that indicates the depth of the thrust block shall be 1.5 x the diameter of the pipe. The width shall be the length to fully support the valve minus the MJ restraint on the valve so bolts can still be installed and/or removed.
Question No. 8
QUESTION: Crow Creek tank calls for a submersible mixer installation. Page 09901-3 Section 09901 2.2 B.1. says “Per Section 02519, Part 2.4”. I cannot find that section. It appears that the specs go from section 02515 to 02528.
Answer: The footer section reference for “SECTION 02519 – BOLTED STAINLESS STEEL WATER STORAGE TANK” is not correct. The footer in the lower right of each page of this section shall read “02519-1” for page 1, etc.
Question No. 9
QUESTION: I think that all of the bidders could get a better number for the concrete portions of this project if we had a foundation plan for the Lee’s Corner tank. Right now it states on sheet 11 that the foundation is to be designed by the tank manufacturer; therefore, we have to have the tank manufacturers quote the foundation with their tank and they don’t normally do concrete.
Answer: Until the tank foundation design is completed by the tank manufacturer, we would not be able to give you a good concrete estimate. The number and size of the piers for the foundation and concrete quantity will be determined by bearing capacity which is determined by the tank foundation design.
Question No. 10
QUESTION: Is this is a BUY AMERICAN project?
Answer: Please see Buy American requirements in the solicitation’s provisions and clauses.
