Summary
This is a Request for Proposals (RFP) issued by the City of Oakland's Department of Transportation for construction management support services related to the Broadway Streetscape Project. The RFP seeks a Prime Consultant with a California-licensed Professional Civil Engineer to serve as Resident Engineer on a full-time basis throughout the estimated one-year construction period (May 2025 through May 2026). The CMSS Consultant will be responsible for monitoring, coordinating, and overseeing qualified team members performing special inspection, material testing, and environmental monitoring services. The project involves streetscape improvements to Broadway from 2nd Street to W. Grand Avenue, including the extension of transit-only lanes, pedestrian crossing improvements, signal modifications with expanded Transit Signal Priority, street lighting upgrades, and placemaking elements. Construction work is divided into four stages: Stage 1 involves removing pavement within middle travel lanes and the center median (approximately 60 working days); Stage 2 includes constructing median curb islands and pedestrian shelters (approximately 60 working days); Stage 3 encompasses bulb out and sidewalk construction with bus shelter installation, split into sub-stages 3A and 3B (approximately 120 working days total); and Stage 4 involves grinding and overlaying asphalt pavement (approximately 10 working days).
The Transportation Management Plan emphasizes maintaining traffic flow with one travel lane in each direction on Broadway and specified lane quantities on cross streets during construction. The contractor must work within permissible hours of 9 a.m. to 4 p.m. on Broadway and designated east-west streets, with general work hours of 7 a.m. to 5 p.m. Monday through Friday. Coordination with AC Transit is required a minimum of 60 days prior to any transit disruptions, and the contractor must coordinate with the Oakland Alameda Access Plan (OAAP) team to minimize overlapping construction impacts in the 5th to 6th Street segment. Emergency access and traffic flow must be maintained at all times, and the Resident Engineer has authority to modify traffic control strategies and adjust construction hours as needed to prevent traffic congestion.

Draft Transportation Management Plan
February 15, 2024
1.0 Introduction
1.1 Purpose of Document
The purpose of this Transportation Management Plan (TMP) is to provide a comprehensive strategy for the prevention and mitigation of the construction impacts of the Broadway Streetscape Improvement Project (project). The major objectives of the TMP are to maintain the safe and efficient movement of motorized vehicles, transit passengers, bicyclists, and commercial traffic through the construction zone and provide public awareness of potential impacts.
1.2 Project Description
The City of Oakland completed construction of transit-only lanes on Broadway between 11th Street and Thomas L. Berkley Way (20th Street) in August 2020. The Broadway Streetscape Improvement Project will extend these transit-only lanes from 2nd Street to 11th Street and from Thomas L. Berkley Way to W. Grand Avenue. The project also includes streetscape improvements between 2nd Street and 11th Street including pedestrian crossing improvements, signal modifications with expanded Transit Signal Priority (TSP), and upgrades to street lighting and placemaking elements.
1.3 Construction Area and Schedule
The project construction area includes Broadway from 2nd Street to 11th Street and from Thomas L. Berkley Way to W. Grand Avenue, except for a segment between 5th Street and 6th Street that overlaps with the work area for the proposed Oakland Alameda Access Plan (OAAP) construction and will be completed during the OAAP construction. The OAAP construction plan for this overlapping area is presented separately in Section 5 of this TMP.
The overall project construction will last approximately one year from May 2025 through May 2026.
Construction work will be split into the following four stages:
• Stage 1 – The Contractor will remove the pavement within the two middle travel lanes, intersections, and the center median on Broadway from 2nd Street to 11th Street. The Contractor will proceed with 1-3 block segments at a time and keep the curb lanes open for through traffic with one lane in each direction. Stage 1 will last approximately 60 working days over 3 months.
• Stage 2 – The Contractor will construct median curb islands for pedestrian crossings on Broadway from 2nd Street to 11th Street and will extend the existing medians as needed. This work will last approximately 60 working days over 3 months. Depending on the Contractor, Stages 1 and 2 may proceed concurrently.
• Stage 3 – The Contractor will construct bulb outs and replace sidewalks to facilitate new bus shelters. Contractors will close the sidewalks and the curb lanes on both sides of Broadway from 2nd Street to 11th Street while keeping the two middle lanes open for through traffic in each direction.
Contractors will first close every other block during Stage 3A, then complete the remaining blocks during Stage 3B. Stage 3 will last for approximately 120 working days over 6 months.

3.0 Transportation Management Strategies
This section describes the TMP strategies for mitigating construction-related traffic delays that may result from lane restrictions or closures in a work zone. The TMP strategies are designed to improve mobility as well as safety for the traveling public and construction workers. Four broad categories of transportation management strategies will be employed, including:
• Public Information Strategies
• Motorist Information Strategies
• Incident Management Strategies
• Construction Strategies
It should be noted that this draft TMP is a conceptual plan designed to give stakeholders the opportunity to express their concerns and issues about the impact of construction and facilitate further refinement of the final documents for this project.
3.1 Public Information Strategies
Public information is an essential component of the construction traffic management plan for a major project. The goals of the public information campaign are to improve public awareness and understanding of the project construction and its potential impacts prior to construction and to inform the public about available TMP strategies, such as traffic flow restrictions and alternative travel routes. The campaign should start several months prior to initiating major construction. This section provides an overview of various public information strategies that will be used to inform stakeholders, local agencies, and the general public about ongoing construction.
• Business and Community Outreach – City will inform businesses and residents who will be directly impacted by construction, lane closures, and parking and loading displacement resulting from construction.
• Outreach to AC Transit – City will coordinate with AC Transit regarding lane closures, bus operation and stop relocation on Broadway during construction.
• Media Outreach – City will utilize both traditional and social media to disseminate project information on a regular basis.
• Press Releases, Mailers, and Flyers – City will release both general and specific press releases concerning the project’s construction activities. Releases will include details about the date and time of construction activities along with maps and graphics to highlight potential traffic impacts.
City will also consider distributing informational mailers and flyers to explain the project construction in detail.
• Telephone Hotlines – Project signs will be posted in the project area with contact information to enable the public to report any concerns and issues about the project to the City’s Major Project Division. Complaints will be logged and tracked to ensure that they are addressed.
• Project Webpage– Anticipated traffic congestion and traffic detouring will be posted and detailed on the project website (https://www.oaklandca.gov/projects/broadway-streetscape-
Draft Transportation Management Plan
February 15, 2024 improvements). The website will also provide resources for community outreach, a media gallery, and updates and highlights on the project. City staff will provide regular updates. The project website will also have contact information for general inquiries, public outreach, and construction updates.
3.2 Motorist Information Strategies
Motorist information strategies provide an advance warning regarding changing lane conditions, potential delays, and alternative routes/detours during construction. These strategies include portable and fixed changeable message signs, construction area signage, and traffic control devices.
• Portable Changeable Message Signs (PCMS) – The function of PCMS is to alert drivers to changing travel conditions in the construction area, such as lane closures, alternate routes, expected delays, and upcoming roadway or intersection closures. This information provides drivers the opportunity to change routes or adjust travel plans. The Project Resident Manager is responsible for monitoring message content and PCMS deployment. PCMS locations will be identified on the traffic control plans to be prepared by the Contractor. PCMS will be used throughout construction, and locations will vary depending upon the sequence of work and specific traffic control requirements for each construction activity.
• Construction Area Signage and Traffic Control Devices – Construction and warning signs in the construction area will provide information about immediate road hazards to motorists. Signage will be installed by the Contractor for key alternative route/detour routes prior to the start of the alternative route/detour. Traffic Control Plans submitted by the Contractor for approval by the Resident Engineer (RE) will include the location and description of temporary striping, pavement markings, signs, portable changeable message signs, and other traffic control devices necessary to provide and maintain the number and width of traffic lanes specified and to provide and maintain passage and protection for pedestrians.
3.3 Incident Management Strategies
The Construction Zone Enhanced Enforcement Program (COZEEP) is used to provide enhanced enforcement services to assist in patrolling construction zones. In general, the Contractor will be required to provide traffic control flaggers during working hours to ensure the efficient flow of traffic and safety of pedestrians. The number of officers and flaggers deployed as part of a traffic control plan will be based on construction activities and phasing through the intersections. The number of personnel and the locations to which they will be assigned will be reflected in the traffic control plans that the Contractor submits. The Contractor will provide five copies of the traffic control plan to the Resident Engineer for review 10 working days before construction.
In the case of a traffic incident, including but not limited to excessive delays, lane blockages, or malfunctioning traffic signals, the Contractor shall inform the Resident Engineer, who will contact the Police Department and assign officers to intersections to supplement the Contractor’s traffic control operation.
Draft Transportation Management Plan
February 15, 2024
3.4 Construction Management Strategies
The construction strategies listed below will be implemented to minimize the impact of construction activities on traffic circulation along Broadway and the east-west streets in the project area.
• Speed Reduction Zone – Enforce speed reductions up to 15 miles per hour during construction for sections with substandard lane widths and at any other locations as deemed necessary by the Engineer.
• Parking Restriction and Driveway Access – On-street parking and loading spaces will be impacted.
Businesses and residents will continue to have access to their driveways. The City’s outreach team will communicate with driveway owners along the Project corridor during construction.
• Signal Timing Adjustments – In general, signal timing will not be adjusted. If necessary, additional signal timing adjustments should be made during construction to compensate and/or optimize for alternative route/detour routes that may be proposed. The City and the Contractor will work together to determine if and when these signal timing changes are appropriate during each construction stage to accommodate specific types of work. A flashing red signal operation may be needed at some intersections within the project corridor.
• Traffic Monitoring –The Contractor will ensure a proper level of personnel is available to provide continuous traffic monitoring and report incidents to the City’s Project Manager. In the case of excessive delays, the Contractor will have to adjust work plans, working hours, traffic control plans, and TMP strategies to mitigate these issues.
• Construction Hours - The Contractor will be generally allowed to work from 7 a.m. to 5 p.m.
Monday through Friday with permissible work hours from 9 a.m. to 4 p.m. on Broadway, 5th Street, 7th Street, 8th Street, and 11th Street. During these permissible work hours, the Contractor will be required to provide one travel lane in each direction on Broadway and two travel lanes along 5th Street, 7th Street, 8th Street, and 11th Street. If the Engineer provides written permission, the Contractor may be allowed to work after 5 p.m. on weekdays and/or Saturdays and Sundays . The Engineer may shorten the hours to prevent traffic congestion or an unreasonable disturbance in residential areas.
• Emergency Access – The Contractor will provide traffic flow and emergency vehicle access at all times.
3.5 TMP Coordination During Construction
The TMP activities should be monitored and evaluated by the Resident Engineer and those elements found to be ineffective should be modified. During construction, those elements of the TMP that are part of the Contractor’s responsibility or under separate contract with a third party should be implemented under the direction of the Resident Engineer. The Engineer is empowered to suggest changes to traffic control strategies so that the operations can be maintained as efficiently as possible during construction.

4.0 Lane Closures and Traffic Handling Strategies
This section presents the anticipated lane closures and associated traffic handling strategies related to project construction activities. These activities would temporarily close or displace travel lanes and sidewalks along Broadway between 2nd Street and 11th Street and between Thomas L. Berkley Way and W.
Grand Avenue. Bus stops adjacent to work areas may be temporarily moved to nearby locations during construction. All impacts to bus operations will be discussed with and approved by the AC Transit a minimum of 60 days prior to any proposed transit disruption. Traffic handling strategies are presented for each stage. Appendix D includes lane closure charts.
4.1 Stage 1
During Stage 1, the Contractor will remove the roadway pavement on the two middle travel lanes and the center median on Broadway from 2nd Street to 11th Street. The Contractor will close the two middle travel lanes and maintain at least one 12-foot lane open on each side of Broadway. The existing on-street parking and loading spaces along Broadway will be displaced as the curb spaces are restriped to accommodate through traffic on Broadway. Figure 5 presents a typical cross section of Broadway during Stage 1. The Contractor will close portions of the intersections within the project area to remove roadway pavement within the intersections. Traffic along east-west streets will be maintained with reduced capacity during this work. The Contractor will maintain at least one lane of traffic along east-west streets. Table 3 summarizes traffic handling strategies for each mode of travel during Stage 1.

• Maintain ADA access on sidewalks and crosswalks and preserve Disabled Parking Zone (Blue Zone).
Freight Loading Displace loading spaces on Broadway
• Coordinate with businesses for loading zone operations.
• Maintain access to all driveways.
4.3 Stage 3
During Stage 3, the Contractor will close the sidewalks and the curb lanes on both sides of Broadway from 2nd Street to 11th Street to construct bulb outs and new bus shelters. The Contractor will keep the two middle lanes open for traffic in each direction. The existing on-street parking and loading spaces along Broadway and portions of the east-west streets will be displaced as the curb spaces are closed for corner bulb out and curb ramp construction. The Contractor will split the work areas into Stages 3A and 3B, proceed with the work on every other block along the corridor (Stage 3A), and then complete the work within the remaining blocks (Stage 3B). Bus stops will be moved to the next block during each sub-stage.
The Contractor will encroach on the sidewalks on both sides of Broadway but will maintain temporary walkways to maintain pedestrian and business access along Broadway. Figure 6 presents a typical cross section of Broadway during Stage 3. Table 5 summarizes traffic handling strategies for each mode of travel during Stage 3.

• Maintain one travel lane in each direction on Broadway.
• Alternate bulb out and curb ramp work at each intersection to facilitate east-west traffic through work area.
o Maintain one lane for one-way traffic on 9th and 10th Streets.
o Maintain two lanes for one-way traffic on 5th, 7th, 8th, and 11th Streets.
o Maintain one lane in each direction for two-way traffic on 2nd, 3rd, and 4th Streets.
• Provide Share the Road signs for bicyclists and motorists and provide a minimum of 13-foot lane per direction on 2nd, 8th, and 11th Streets.
Transit Bus stops may not be accessible
• Coordinate with AC Transit regarding bus operation and stop relocation.
Pedestrians Encroach sidewalks on both sides of Broadway
• Maintain access to sections of the sidewalks for pedestrians and businesses on Broadway.
• Provide temporary pedestrian ramps at all intersections and any locations with a grade change.
• Maintain ADA access on sidewalks and crosswalks and preserve Disabled Parking Zone (Blue Zone).
Freight Loading Displace loading spaces on Broadway
• Coordinate with the businesses for loading zone operations.
• Maintain access to all driveways.
4.4 Stage 4
During Stage 4, the Contractor will grind and overlay asphalt along Broadway between 2nd Street and 11th Street and between Thomas L. Berkley Way and W. Grand Avenue. The Contractor will alternate the pavement on each side of Broadway while maintaining one lane of traffic in each direction. Bus stops may be temporarily relocated to the next block as needed. The sidewalks on both sides of the street will be maintained for pedestrian and business access. Figure 7 presents a typical cross section of Broadway during Stage 4. Table 6 summarizes traffic handling strategies for each mode of travel during Stage 4.

5.0 Other Construction Activities and Timing
A portion of the project area between 5th and 6th Streets overlaps with the proposed OAAP work area (see Figure 1). It is anticipated that the proposed Broadway Street Improvements Project elements within this segment will be completed by the OAAP contractors separately. The OAAP TMP lays out the lane closures and traffic handling strategies within the overlapping project area as summarized in Table 7.
Table 7 – OAAP Construction Work and Traffic Handling within Project Area
OAAP Schedule Work Performed within Project Area Traffic Handling Notes
March – April 2025 (During OAAP Stage1A)
Construct Broadway entrance roadway (to Webster Street Tube) and improvements including curb ramp and sidewalk improvements.
• Long-term closure of the entrance roadway
October -November 2025 (During OAAP Stage1C)
Demolish NB I-880 off-ramp/ bridge superstructure.
• Demolish structure on weekends
• Permanent closure of off-ramp
July – August 2026 (During OAAP Stage1D)
Construct median barrier on Broadway between 5th Street and 6th
Street.
• Long-term closure of one lane in each direction for center median construction
• Lane closures to construct Broadway pavement overlay
September – October 2027 (During OAAP Stage 2B)
Construct sidewalk improvements on Broadway between 6th Street and 7th
Street.
• N/A
February – March 2028 (During OAAP Stage 2C)
Construct sidewalk improvements on 6th Street between Franklin Street and
Broadway.
• Temporary no parking within work zones
• Maintain property owner access to property entrances or coordinate alternative access
April – July 2023 (During OAAP Stage 2D)
Construct roadway improvements and cycle track on 6th Street • N/A
The OAAP construction activities will last more than three years: from March 2025 to July 2028. They will involve freeway lane/ramp closures as well as lane closures on city streets including Broadway (between 5th and 6th Streets), 5th Street (between Washington and Franklin Streets), 6th Street (between Oak and Washington Streets), and 7th Street (between Webster and Jackson Streets). These roadway constraints could potentially affect traffic circulation in the project area. The project Contractor will be required to work with the City and the OAAP team to minimize any potential overlapping construction transportation impacts. The Contractor, in conjunction with the OAAP team, will need to develop a construction traffic management plan that includes measures to reduce potential construction traffic conflicts, such as staggering the work in overlapping work areas.
Draft Transportation Management Plan
February 15, 2024
6.0 Conclusion
The key conclusions of the TMP are:
• The Contractor will be required to maintain traffic flows:
o Broadway (two-way) - Maintain one travel lane in each direction o 9th and 10th Streets (one-way) – Maintain one travel lane o 5th, 7th, 8th, and 11th Streets (one-way) – Maintain two travel lanes o 2nd, 3rd, and 4th Streets (two-way) – Maintain one travel lane in each direction.
• The Contractor will be allowed to work from 7 a.m. to 5 p.m. Monday through Friday.
• Permissible work hours on Broadway, 5th Street, 7th Street, 8th Street, and 11th Street will be from 9 a.m.
to 4 p.m. Contractors will be required to provide the minimum number of travel lanes specified during the permissible work hours.
• No nighttime work or full closure of roadways will be allowed.
• The Contractor will need to coordinate with the OAAP team to minimize any potential overlapping construction transportation impacts.
