About this file
This is Addendum No. 3 and Questions and Answers document for the City of Oakland Department of Transportation's Broadway Streetscape Improvements Project (Project No. 1006953, Federal Project No. RAISEL-5012). The addendum clarifies specifications, plan revisions, and bid schedule modifications for the streetscape construction project encompassing Broadway between 2nd and 11th Streets. Key revisions include modifications to Special Provisions subsection 203-16 regarding flexible porous pavement and salvaged brick requirements, revised detail sheets (C-14) and demolition plan sheets (D-1.4 to D-1.6, D-1.9, and D-1.10), and changes to the bid schedule with deletion of Items #56 and #63 and addition of Item #471 for abandon culvert work. The bid submission deadline is 2:00 PM on Thursday, April 30, 2026, to the Office of the City Clerk. The comprehensive bid schedule encompasses 471 line items across multiple work categories including temporary traffic control, earthwork, roadway surfacing, concrete and masonry construction, signage, drainage, fiber optic systems, traffic signal systems at six intersections (3rd through 11th and Broadway), street lighting, and landscape and irrigation work with quantities ranging from single units to thousands of linear feet or square yards.
The document addresses 23 questions and answers submitted by prospective bidders regarding project clarifications, including basement conflicts with pole foundations, continuous lane closure versus daily reopening procedures on Broadway, irrigation existing conditions plans, BART and PG&E coordination requirements and associated inspector fees (which are the bidder's responsibility), school day paving restrictions near Samuel Merritt University, bid item consolidation issues, utility pothole depths, and various technical specification clarifications. Bidders are required to acknowledge Addendum No. 3 in their bid forms or risk non-responsiveness, and all bids must conform to the Project Plans, Bid Book, Special Provisions, Standard Specifications for Public Works Construction (2015 Edition), City of Oakland Standard Detail for Public Works Construction (2002 Edition), and contract documents including Labor Surcharge and Equipment Rental Rates in effect on the date work is accomplished. Selected bidders must execute the contract within 20 working days and furnish two bonds as required by the State Contract Act with surety satisfactory to the City.

QUESTIONS AND ANSWERS
April 24, 2026
Subject: Project No. 1006953 Broadway Streetscape Improvements Project
To: All Prospective Bidders
These questions and answers are provided for the convenience of all bidders. Nothing in this Questions and Answers document modifies the bid or proposal solicitation documents (plans, specifications, RFP, RFQ, etc.) for the above-referenced project. All changes to the bid or proposal solicitation documents (plans, specifications, RFP, RFQ, etc.) for the above-referenced project shall be made through written Addenda.
Question 1: Parcel 22 of the Basement Report shows the building's basement protruding onto the sidewalk. Page 127 of the City of Oakland Plans shows the installation of a new pole
(F) that conflicts with the limits of the basement from parcel 22. A similar scenario occurs on parcel 13 with a pull box and an APS post (J). Please provide details for the installation of pole foundations and pull boxes that conflict with known basement limits.
Answer 1: Basement limits are shown on signal plans and not in conflict. Flexibility exists to shift poles in the field if proximity to basements area concern.
Question 2: We acknowledge we are just past the RFI deadline by a few hours, however, as the following is important for all bidders to understand, Bay Cities respectfully submits the following RFI for consideration –Reference the City of Oakland Special Provisions, Attachment 6, pages 239-240 “Operation Hours” table and Note “ b) Restore and reopen all traffic lanes outside of the Work Period to extent possibly based on construction activities”; and Staging Plan Sheets 82-92. It is unclear if the City is allowing the contractor to keep Broadway lanes closed in the respective “Stage Work Area” continuously so long as a minimum one 12’ lane remains open in each direction for auto and bike and only the working hours are limited to Mon-Fri, 9am-4 pm; OR if the City is only allowing a daily lane closure to complete stage work Mon-Fri, 9am-4 pm and the entire width of Broadway is to be opened in both directions daily Mon-Fri, 4 pm – 9am and on weekends & holidays. Please clarify.
Answer 2: Per the staging traffic handling notes. 1 lane on Broadway will remain open at all times unless temporary full closure is approved by the City of Oakland.
Project No. 1006953 Page 17
Question 3: A large portion of the roadway reconstruction is missing from the staging plans. Please clarify what stage this work is to be performed in, or what the limitations will be on the construction of this scope of work.
Answer 3: 04-0X250 Staging was revised.
Question 4: The 6" Digout areas do not seem to match between the layout plans and the demo plans. Please clarify which set is to prevail or issue revised plans to align the areas between the sections of the plans.
Answer 4: Typical sheets and Layout sheets govern ultimate improvements.
Question 5: From the Caltrans designed planset and corresponding bid items, there appears to be significant discrepancies between the engineer’s estimated quantities and the quantities we are calculating from the information on the plans. Will the City be issuing an addendum with revised bid quantities for these items?
Answer 5: Bid per plan.
Question 6: Irrigation plans (IP-1 & IP-2) refer to another set of Caltrans Project Plans
04000003261 for existing conditions. Will the City be providing a copy of these plans so that the scope can be fully determined as it relates to the existing conditions? We cannot locate the existing Irrigation controller and some remote control valves as they do not appear to be in the same location where the ones to be installed on these irrigation plans show them to be.
Answer 6: Project plans will be provided to the awarded contractor.
