About this file

This addendum and pre-proposal meeting agenda document pertains to City of Oakland Project No. 1008515, the Broadway Streetscape Project, which solicits construction management support services (CMSS) from a prime consultant. The project involves streetscape improvements on Broadway between 2nd Street and 11th Street and between 20th Street and Grand Avenue, designed to enhance bus reliability and safety for all road users in this complex urban environment. The City of Oakland Department of Transportation seeks a prime consultant with demonstrated experience in pedestrian, bicycle, and transit construction improvements. The pre-proposal meeting was held on August 11, 2026, with a questions deadline of August 18, 2026 at 2:00 P.M. and proposals due on August 27, 2026 at 2:00 P.M. The anticipated award date is the week of September 19, 2026. The selected CMSS Consultant will provide full-time construction management services during the project's estimated construction duration, with a California-licensed Professional Civil Engineer designated as the Resident Engineer to oversee the qualified team members.

The addendum clarifies several key proposal requirements and project parameters. Resumes may be included as appendix items without counting toward the suggested page limit. Small Local Business Enterprise (SLBE) and Very Small Local Business Enterprise (VSLBE) participation requirements can be satisfied through SLBE firms alone at a minimum of 50% prior to contract execution, though VSLBE firm participation receives double credit toward evaluation points up to 10 points maximum. Plant Establishment Period (PEP) inspections are excluded from the contract scope, with closeout occurring at the end of project closeout, while City Inspections will continue monitoring thereafter. The City Surveyor will provide oversight and review services during construction, including monument verification, eliminating the need for contractor surveying scope. Bidders must acknowledge the addendum in their contractor bid form to avoid non-responsive bid determination. Bid documents are available digitally through iSupplier and the City of Oakland's Bids and Contract Opportunities website, with prospective bidders responsible for verifying completeness and checking for addenda through bid closure.

ADDENDUM NO. 1

QUESTIONS AND ANSWERS

August 18, 2026

Subject: Project No. 1008515 Broadway Streetscape Project Construction Management Support Services

To: All Prospective Bidders

The clarifications, additions and/or deletions contained in this ADDENDUM shall be made a part of the bid or proposal solicitation documents (plans, specifications, RFP, RFQ, etc.) for the above-referenced project, and shall be subject to all applicable requirements there-under, as if originally shown and/or specified. The documents are revised as follows:

IMPORTANT: You must acknowledge this Addendum in the Contractor’s Bid form or your bid may be deemed non-responsive.

These questions and answers are provided for the convenience of all bidders. Nothing in this Questions and Answers document modifies the bid or proposal solicitation documents (plans, specifications, RFP, RFQ, etc.) for the above-referenced project. All changes to the bid or proposal solicitation documents (plans, specifications, RFP, RFQ, etc.) for the above-referenced project shall be made through written Addenda.

[Answers to questions cannot modify bid/proposal documents. Changes must be explicitly stated in the Addenda form above.]

Question 1: Should we include resumes with our proposal? If so, under which section should they be included? Based on the recommended page limits, the Project Team section does not appear to contemplate resumes.

Answer 1: Refer to ‘Section II – Submittal Requirements’ if Resumes are to be included in the proposal, they may be inserted as an element under an Appendix. Appendix items are not counted towards the suggested page limit.

Question 2: My understanding is that inclusion of a VSLBE firm is not required to satisfy the participation requirement. The threshold may be met solely through SLBE firms, and the participation level does not necessarily need to be 50% at the proposal stage. It may begin at a lower percentage, provided that the SLBE participation reaches a minimum of 50% prior to contract execution. However, participation by a VSLBE firm receives double credit toward the evaluation points, up to the maximum of 10 points. Please confirm.

Answer 2: Yes, this is correct.

Project No. 1008515 – Addendum #1 Page 2

Question 3: The construction package includes a PEP period. Please confirm that inspections for PEP are not included and Contract closeout will not include PEP.

Answer 3: Yes, that is correct, Plant Establishment Period inspections will end at project closeout for this contract. City Inspections will continue to monitor after project closeout.

Question 4: Surveying: There is not any specific scope for surveying. Will City be responsible for oversight including monument verification?

Answer 4: Yes, City Surveyor will provide oversight and review services during Construction.
