Is this requirement intended to address second tier subcontracts that the subcontractor is issuing with a value over $700,000? 2. Is this requirement intended for the subcontractor to explain the build-up of their own rates and prices and is only required if the subcontractor would receive a subcontract from the prime contractor that is valued over $700,000? | Yes, this section applies to each subcontract over $700,000 including tier 2. |
| 34 | GOV'T_RESPONSE_TO_QUESTIONS | Q4 | Offerors may submit 11 x 17 inch folders, however, if the Offeror uses a different format (font size, margin, etc.), the government reserves the right to adjust the Offer to fit the parameters of the format as stated in the RFQ, and if this results in the quotation exceeding the page limitations in any one area, the government will not consider those excess pages. | Government Q&A Response number 4 provides information associated with the use of 11 x 17 inch foldout graphics. Although this information consistent with the information contained within the last paragraph of Section L.9.3, makes it clear that offerors may depart from the format specified in the first paragraph of Section L.9.3 at their own peril, it does not level the playing field. For example, one contractor could “guess correctly” on a format that does not extend their page count whereas another contractors may “guess incorrectly”, thereby defacto creating different evaluation criteria for the two offerors. Can the government please explicitly identify if 11 x 17 foldout graphics are allowable and how many pages will 11 by 17 count? | The 11 x 17 inch foldout page would count as 2 pages. |
| 35 | Amendment 0001 | L-10 | “...Tables of contents, and works cited and the Technical Appendices are not included in the page count.” | It is not clear what constitutes a “Technical Appendix” that would not be included in the page count. Can the Government please identify if the following that items which were included in the original solicitation are Technical Appendices that are not included in the page count? |
Program Management Plan (PMP):
a. Appendix A: Project Management Plan Approval
b. Appendix B: References
c. Appendix C: Key Terms Contractor Performance Work Statement (CPWS):
a. Technical Exhibit 1 Performance Requirement Summary
b. Technical Exhibit 2 Deliverable Schedule
c. Technical Exhibit 3 Estimated Workload Data Furthermore, may the contractor use Technical Appendices to the PMP, that do not count against page count, to provide the:
a. Project Plan,
b. Project Schedule, or
| c. Risk Management Log? | All PMP and CPWS items listed in your question do not count against the page count. However, the Project Plan will count against the page count. (Schedule and RM log will not count against the page count) | |||
| 36 | L.10.2.1.6.c | 66 of 80 | The RFP's instructions for the Program Management Plan states: |
1) The schedule, approach, feasibility, and risk associated with delivering a solution and migrating 27,000 NIPRnet ports to the modernized network per the contractor’s proposed schedule.
2) The schedule, approach, feasibility, and risk associated the optional task of migrating the remaining 53,000 NIPRnet ports to the modernized network per the contractor’s proposed schedule.
Answer #187 explains that "These are two separate phases." However, there is no other mention of these phases anywhere else in the solicitation. 1) What are the 27,000 ports and 53,000 ports based on?
2) Are bidders required to split their implementation into two phases for these specific numbers of ports?
3) How are these two phases related to the 3 phases listed in SOO C.3?
| 4) How are these two phases related to the 3 FFP CLINs? | Ports are based on historical data. Bidders are not required to split their implementation into two phases for these specific numbers of ports. It is left to the offeros to propose delivering its SDN solution and migrating 80,000 ports to the modernized network per the contractor's proposed schedule. | ||||
| 37 | L.10.2.1.6.c | 66 of 80 | The instructions state that the 53,000 ports are an optional task. However, B.2 states that this contract covers all 80,000 ports. And B.5.1 states that the FFP CLINs 0002, 0003, and 0004 are non-severable. | 1) What is meant by "optional task"? |
2) Is it possible for the government to not execute the "optional task"?
| 3) If the government did not execute the optional task for the remaining 53,000 ports, that would sever CLIN 0003 (building and testing only the first 27,000 ports) and CLIN 0004 (implementing only the first 27,000 ports). Please clarify if CLIN 0003 and CLIN 0004 are non-severable? | CLIN 0003 and CLIN 0004 are non-severable. | |||||
| 38 | GOV'T_RESPONSE_TO_QUESTIONS_23_Apr_2018 | N/A | L.10.2.1.6.c seems to specify two phases that offerors must adhere to when developing their proposed Project Plan and Project Schedule. However, Answer 33 states: "It is incumbent upon the offeror to propose what phases will encompass what stages in their response." | Please confirm that the specific phases and stages are at the discretion of the offeror and their proposed solution, and that offerors are not required to adhere to the two specific port counts listed in L.10.2.1.6.c? | The specific phases and stages are at the discretion of the offeror and their proposed solution, and that offerors are not required to adhere to the two specific port counts listed in L.10.2.1.6.c. | |
| 39 | L.10.2.1.2 | 64 of 80 | The RFP's instructions state: "The background, objectives, and work requirements of the CPWS as analyzed by the Offeror." | The government's CPWS template does not include a section for "work requirements". What section of the CPWS must be discussed here? | The Government's CPWS template is provided for informational purposes only. It is left to the Offerors discrection to discuss "the background, objectives, and work requirements of the CPWS…" | |
| 40 | L.10.2.1.2 | 64 of 80 | The RFP's instructions state: "Each response to a paragraph will use the same paragraph numbering systems as the specification." | What "specification" is this referring to? | It is referring to the offeror's CPWS. | |
| 41 | L.10.2.1.2 | 64 of 80 | The RFP's instructions state: "...shall be self-sustaining without reference to any other response or literature for support." However, Answer 94 stated: "The offeror is not required to copy/paste anything." | If offerors are not allowed to reference their CPWS or any other section of their proposal here, and they aren't required to copy/paste the applicable content from their CPWS, what information should be provided here? | Offerors should follow instructions provided in L.10.2.1.2. | |
| 42 | L.10.2.1.5 | 66 of 80 | The RFP's instructions say that the Management Approach should have an emphasis on "c. communicating the SDN solution equities" | What does "solution equities" mean? | Management approach should address communicating the SDN solution equities in terms of ownership. |
