About this file

This is a Statement of Work for the Oregon Department of Corrections regarding the replacement of heating boilers and associated systems at the Coffee Creek Correctional Facility (CCCF) located in Wilsonville, Oregon. The project encompasses the demolition and installation of six new high-efficiency condensing boilers (basis of design: Cleaver Brooks ClearFire CE-2000 or approved equal), replacement of boiler pumps and heating water pumps, installation of a new tri-plex heating water pump package rated for 762 GPM at 110 ft head, modification of gas piping systems, installation of new venting and combustion air systems, electrical work for boiler connections and controls, and Building Automation System (BAS/DDC) integration with Ainsworth/Delta Controls. Additional work includes extension of the boiler housekeeping pad by 24 inches northward, relocation of pipe support posts, installation of new boiler gas trains with manual shut-off and regulator components, condensate neutralization traps, and complete insulation of all modified piping with PVC jacketing. The contractor must provide detailed construction schedules, coordinate system shutdowns with facility operations, secure all necessary permits and inspections, and deliver as-built drawings, operation and maintenance manuals, and training upon completion.

The final acceptance of the project requires a fully operational and commissioned boiler plant integrated with BAS controls enabling remote monitoring, completion of all test reports and start-up documentation, staff training, final walkthrough confirmation by ODOC, delivery of as-built documentation and manuals, and resolution of all punch list items. The contractor is responsible for following ODOC security protocols, protecting existing equipment and structures, maintaining clean and hazard-free work areas, and ensuring the boiler plant operates as a fully integrated system with automatic lead-lag sequencing and equal run-time distribution in compliance with Oregon Building Code, NEC, IMC, and ODOC specifications.

STATEMENT OF WORK

CCCF Boiler Replacement Project

Coffee Creek Correctional Facility (CCCF)

24499 SW Grahams Ferry Rd, Wilsonville OR 97070

Date: 2026-05-18

1. Project Overview

The Oregon Department of Corrections (ODOC) will replace the existing heating boilers and associated systems at the Coffee Creek Correctional Facility (CCCF) Central Plant. Work includes demolition, installation of new boilers, pumping systems, gas piping modifications, venting, structural pad extensions, electrical work, and Building Automation System (BAS/DDC) integration.

2. Scope of Work

2.1 Mechanical Work

Contractor shall provide all labor, materials, and equipment required to:

• Remove and replace six (6) existing AERCO boilers.

• Remove and replace boiler pumps and heating water pumps.

• Remove existing combustion air intakes and exhaust flues; provide new flues and new combustion air intakes using existing roof penetrations.

• Relocate existing 6" welded steel gas pipe above the 6" heating water de-coupler line. Contractor may choose to relocate or replace the gas line.

• Disconnect and reconnect existing 4" HWS/HWR drops to boilers, re-using existing piping where possible and providing offsets for new boiler alignment.

• Insulate all modified piping per code and specifications; provide PVC jacketing and reusable insulation covers.

• Extend the boiler housekeeping pad by 24" northward; match the existing pad thickness (approx. 3.5") and provide dowels and rebar as needed.

• Relocate existing pipe support post by 6'-1" north to accommodate new pad footprint.

• Provide new boiler gas trains, including manual shut-off, dirt leg, strainer, gas cock, regulator, and relief valve.

• Provide condensate neutralization traps/tanks (minimum one per three boilers) and connect to existing floor drains.

2.2 Pump System Work

Contractor shall:

• Remove existing heating water pump VFDs and pumps.

• Provide and install a new tri-plex heating water pump package (3 active pumps) with integral VFDs, CIM/BACnet card, check valves, and isolation valves. Rated for 762 GPM @ 110 ft head.

• Provide six (6) new boiler pumps, one per boiler, each with integral VFD set to constant flow.

• Route 8" HWS piping to/from the pump package, re-using existing air separator.

2.3 Gas System Work

• Adjust primary gas regulator from 5 PSIG to 2 PSIG for new 2 PSIG gas header.

• Provide new individual boiler gas regulators reducing 2 PSIG to 14" WC; vent regulators outdoors and re-use existing vent tubing where applicable.

• Provide new 2-1/2" gas piping down to each boiler gas train (2 PSIG).

2.4 Venting & Combustion Air System

• Route 8" combustion air intake to the roof using existing openings and provide a gooseneck termination at least 12" above roof line.

• Route 8" boiler exhaust flue with velocity cone termination at least 48" above roof and 36" above combustion air intake.

• Patch any roof penetrations left by removed air intake ducts.

2.5 Electrical Work

• Disconnect and reconnect electrical service to six boilers.

• Disconnect and reconnect six boiler pumps.

• Disconnect existing heating water pump VFDs.

• Provide new electrical connections to pump skid, boiler controls, and BAS interface equipment.

2.6 DDC Controls & BAS Integration

Contractor shall coordinate with Ainsworth/Delta Controls to:

• Remove obsolete points associated with old boilers.

• Add new BAS/DDC points per the controls schedule (boiler enable, boiler fault, supply & return temps, pump enable, pressure setpoints, controller I/O, etc.).

• Provide BACnet gateway for boilers and integrate the pump skid CIM card into the existing Delta system.

• Ensure boiler staging/lead-lag operation is functional and verified.

3. Deliverables

• Demolition of all existing boilers, pumps, venting, and associated gas/utility connections.

• Installation of six high-efficiency condensing boilers (basis of design: Cleaver Brooks ClearFire CE-2000 or approved equal).

• Installation of tri-plex pump package and six boiler pumps.

• Completed gas piping modifications, regulators, and gas trains.
