Vendors must complete the Harris County Universal Services Reference Architecture Questionnaire and submit certificates of insurance on ACORD forms naming Harris County as an additional insured. Subcontractors performing work under contracts exceeding $25,000 require a payment bond covering the full proposal amount. Payments will be made on a milestone or progress-payment basis upon completion of agreed deliverables and submission of progress reports.
