About this file

This file is a strategic reference document for Harris County's Universal Services Reference Architecture (USRA), which serves as a framework for the county's service delivery infrastructure. The USRA comprises six integrated domains designed to guide proposers in aligning their solutions with Harris County's established standards and objectives. The document outlines the foundational service categories that support the county's technology and operational environment: Data Services, which transforms data into actionable information through data-centric architecture principles; Digital Services, which enable software and business applications across the enterprise; Enterprise Technology Infrastructure Services, supporting applications through network services, on-premise/co-location infrastructure, and cloud infrastructure; Information Security Services, which ensure compliance with applicable standards and best practices; IT Service Management, encompassing the planning, design, delivery, operation, and control of technology services; and Technology Optimization, which focuses on improving existing processes and exploring emerging technologies for sustainable service delivery. This architectural framework is directly applicable to Harris County's RFP for an Agenda and Meeting Management System, with implementation scheduled to begin on or about October 1, 2026, with an initial contract term of one year.

The document provides no information regarding pricing terms, set-asides, incumbent vendors, current environment specifications, funding sources, or budget allocations. The USRA functions as a strategic planning and governance tool rather than a procurement specification document, establishing the structural context within which Harris County evaluates and implements technology solutions. Proposers responding to related Harris County RFPs, such as the Agenda and Meeting Management System opportunity, should reference the USRA to ensure their proposed solutions integrate appropriately with the county's defined service domains and architectural standards.

Harris County Universal Services Reference Architecture

The US Reference Architecture (USRA) is a strategic framework that outlines the essential building blocks for delivering services effectively within Harris County. It encompasses six interrelated domains, each playing a crucial role in the all-inclusive approach to service delivery. These domains likely cover aspects such as governance, technology infrastructure, data management, service integration, security, and user experience. By reviewing the

USRA, proposers can gain a comprehensive understanding of the county's requirements and standards, ensuring that their proposals align with the established architecture and contribute to the seamless operation of Harris County's services. Attachment XX, mentioned in the context, would provide detailed insights into the USRA, guiding proposers in crafting solutions that meet the county's objectives and deliver value to its residents.
