1 Attachment A Task Orders N/A N/A The PoP for each of the Tasks is listed as 4/15/20-4/14/20. Please clarify the PoP for the Base Period.

Please see #95 of the original questions and answers posted July 17, 2020. it states that the period of performance is expected to begin on September 15, 2020

Y N

2 Attachment A Task Orders N/A N/A

For the Casework Files Assistant and Physical Scientist/Evidence Analyst positions to be filled on Tasks 1-11, please specify the job level for each position. From Attachment B, there are 4 levels of Casework files Assistant and 3 levels of Physical Scientist/Evidence Analyst.

See the amended task orders 1 thru 11. The level of the positions have been identified.

Y N

3 Attachment B Position Categories Biologist (Technical/ Examiner/ Research) 3

Experience requirement states 1 year as a laboratory research biologist. Will the FBI also accept 1 year of forensic DNA laboratory experience in an accredited laboratory?

Will be changed via an amendment to Attachment B. 1 year of forensic DNA laboratory experience in an accredited laboratory?

4 Attachment B Position Categories Casework Files

Assistant - 1 8

For entry level position, previous experience with TEDAC and/or SBAU likely will severely limit the pool of qualified candidates and lead to an increased cost to the government. We ask that prior experience be changed from a requirement to preferred.

The requirement will be changed to preferred via an amendment to attachment B

Y N

5 Attachment B Position Categories

Chemist Research & Research Chemist - TEDAC Explosives

Unit 12

It appears that these 2 Labor Categories are actually the same position. The requirements for the 2 positions are slightly different including a preference for a MS in 1 position but not the other. We request that 1 of the Labor Categories be deleted and the requirements reflect the specialized nature of this position.

Chemist research had been deleted in Attachment B. Attachment B has been amended.

Y N

6 Attachment B Position Categories

Evidence Inventory, Control and Management

Specialist 16

For the Evidence Inventory, Control and Management Specialist, the document states:

"Experience: one (1) year of evidence inventory, control and management experience red."

Please clarify what 'red' means. Red. Has been deleted via an amendment to Attachment B.

Y N

7 Attachment B Position Categories

Explosives and Hazardous Device

Examiner 18

The requirements for this position do not appear to align with job duties which include conducting technical review for EU device reports, serve as the training examiner and writing assessments for the Intelligence Unit. Please clarify whether the position requires successful completion of Examiner training and a minimum amount of prior experience working in the FBI laboratory as a Hazardous Device Examiner. Additionally, the requirement of 3 years experience in positions requiring examinations/inspections is unclear. Please specify the type of examinations and inspections required.

Response to the first part of the question is yes.

Response to the second part of the question, the experience will be changed to is Experience: At least three (3) years of experience in like positons that required requiring examinations on newly trained staff and examinations / conducted inspections to. ensure policies and procedures are being followed in accordance of FBI published regulations. This changed will be reflected via an amendment to Attachment B.

Y N

8 Attachment B Position Categories NGI Technician 24

The requirement of 3 years recent work in the discipline appears to be excessive for a technician position. Other similar position categories either require or prefer 1 year prior experience. Please clarify this requirement.

The requirement will be changed to one (1) year an amendment to attachment B

Y N

9 Attachment B Position Categories Photographer 25 The Photographer position requires 5 years experience. The prior contract stated a preference for 5 years. Please clarify whether this is a requirement or a preference.

Experience will be changed to a preference for 5 years with a minimum of one (1) year via an amendment to Attachment B.

Y N

10 Attachment B Position Categories Physical Scientist/ Evidence Analyst 25

The Physical Scientist/Evidence Analyst 1 does not require any prior experience. Previously there were preferences for prior experience. Please confirm that no prior experience is required or preferred. No previous experience required.

11 Attachment B Position Categories Physical Scientist 3 27

The Table of Contents lists a Physical Scientist 3. This position also appears on Attachment E. However, the job description on page 27 of Attachment B appears to be more suited for a PS 1 as no prior experience is required. If true, please provide an updated job description and requirements for a Physical Scientist 3.

PS 1 is for tools and firearms. PS 2 and 3 are for other lab support and position are somewhat different.

N N

12 Attachment B Position Categories Physical Scientist/ Evidence Analyst 26

Please clarify whether these 3 positions are intended to reflect progressive experience or if they are 3 distinct positions. The Physical Scientist/Evidence Analyst 1 position refers to Firearms. The Physical Scientist/Evidence Analyst 2 is related more to evidence handling.

And the Physical Scientist 3 position is related to Trace evidence.

they are three distinct positions, one for firearms, toolmarks and the other for other lab requirements.

N N

13 Attachment B Position Categories Project Manager, Quantico, Virginia 27-28

None of the existing positions in Quantico require 5 years in management positions; therefore, to require this position to have this level of experience while working in a technical role may be unrealistic. Will the FBI consider alternate cost-effective approaches to fulfilling this requirement that do not include utilization of regular staff who are already working full-time in support of the Government?

The five (5) years experience will be changed via a RFP amendment to five (5) years preferred.

Y N

14 Attachment B Position Categories Project Manager, Quantico, Virginia 27-28

Many successful forensic scientists move from working in the lab to management without returning to school for an MBA or related field. Rather, they obtain management experience on the job and through continuing education. To better meet the objectives of the RFP, we respectfully request that the FBI remove the requirement for an MBA and suggest allowing 5 years in management positions as acceptable for this Labor Category.

The requirement to have a MBA in attachment B, will be removed via an amendment to the attachment.

Y N

15 Attachment B Position Categories Quality Assurance

Specialist 28-29

There are no requirements at this point. Previously a baccalaureate degree was required and there was a preference for 5 years of recent experience in Quality Assurance. We request that the FBI review the requirements to ensure that it meets their expectations for the position.

The current Attachment B has no experience requirements. See page 29.

N N

A four year degree is required. This change will be reflected in the attachment B amendment

Key Personnel: Can the Government resolve the conflicting requirements between the Q&A response and the text in H.1; where: a. the amended RFP H.1 Key Personnel text only has a “Program Manager” listed as Key Personnel while, b. the answer to Q14 allows up to 3 Key Personnel, stating: “For the IDIQ RFP there are two key positions, Program Manager/Alternate site supervisor and Contract Administrator. If an alternate site supervisor is proposed by the offeror, there will be three (3) key positions and two; (2) if no alternate site supervisor is proposed. All other positions are not designated as key”

A RFP amendment will be issued to remove all Key positions except for the dual duties as the program/project manager. Throughout the RFP and its attachment, project manager and program manger are one in the same. Program Manager will be used in proposal vice project manager.

Answers to Questions 29 and 110 of the Government’s 17 July 2020 Q&A Respon

Subcontracting Plan: The answer to question 29 states that a subcontracting plan and a small business participation are “… both the same,” while the answer to question 110 states, “The requirement is for the Offer to provide a small business plan in addition to a subcontracting plan. Both are required “, indicating they are two distinct plans. Would the government accept as compliant a proposal that has a Subcontracting plan and has a small business participation plan appended to the subcontracting plan or vis versa?

If a large business is the awardee, they will need to have proposed how they will meet the small business participation of 35% (Small business plan) . If either a small business or large business is the awardee and they plan to sub with other contractors, a sub-contracting plan is required.

Answer to Question 5, 74, and 75 of the Government’s 17 July 2020 Q&A Response Section L.4.1

Font size: Answers to question 5, 74, and 75 indicate that all text, whether in tables or graphics, be in “ARIAL 12…” The text in L.4.1 of the Amended RFP still reads “Graphic and other presentations, including tables, while not subject to the same font size and spacing requirements, shall have spacing and text that is easily readable.” Will the government amend the RFP for consistency and clarity or indicate which takes precedence, the RFP or the Q&A?

Request for Proposal_ LFCSS Final FAR Clause 52.222- 43 is included; pg.

Comment: This FAR Clause requires bidders to propose costs/prices for Service Contract Act covered employees at a fixed rate for all periods. For those categories, the wages are not escalated into future periods, but subject to future adjustment when the Contracting Officer incorporates new Wage Determinations into the contract. Question: Is this treatment consistent with the government’s desired pricing?

This FAR Clause was removed from RFP Version 2, however, it will be replaced back into RFP Version 3. Wage Determinations for both geographic locations are attached.
