Questions and Responses
1. The SOW Paragraph IV A states that the contractor shall perform an initial assessment of the two types of non-lethal/lethal fence systems. Paragraph IV B 1 mentions that the contractor is to determine the order of the "two" BOP facilities to visit. Please verify that the assessment required is for 1 site for each type system, a total of 2 sites.
Answer: It shall be up to the contractor to determine which two BOP facilities to visit and identify to the Contracting Officer’s Representative for coordination with the institution. The contractor is responsible for conducting one assessment for each type of fence for a total of two site visits.
2. The SOW Paragraph II B states that the contractor shall have current programming certifications for Microsoft and Allen Bradley. Please clarify what certifications are required. If the contractor utilizes a subcontractor for this project, can the certifications be held by that subcontractor.
Answer: “Programming certifications” has been removed. The Government requires 3 years of programming experience with programmable Logic Controllers (example: PLC Ladder Logic with Allan Bradley or an approved PLC Manufacturer). Additionally, each contractor shall have a minimum of 3 years of experience working with Microsoft Office products to include: Word and Excel for reports.
3. The SOW Paragraph IV D requests 2 energizers per site for the GDI Systems. Where should the costs for these energizers be included on the Schedule of the Solicitation?
Answer: The Statement of Work has been updated to reflect the requirement as repairing energizers. A CLIN has been added to capture this requirement.
4. The SOW Paragraph V 5 requests pricing for travel and other associated costs for emergency repairs. Where should the costs for this emergency work be included on the Schedule of the Solicitation?
Answer: A CLIN for Emergency Travel (under GSA Travel Regulations) and Emergency Repairs have been added.
5. The SOW Paragraph VI C and D states that the spare parts to be maintained are per Attachments A and B. There weren't any Attachments. Please provide or clarify what spare parts are required. Where should the costs for these spare parts be included on the Schedule of the Solicitation?
Answer: Attachments A and B are now included. The spare parts costs should be included in the CLINS for the semi-annual maintenance.
6. Please clarify the Schedule of Services per pages 4 of 38 and 5 of 38. For Items 0001 and 0002 there are 7 and 9 inspections under the Quantity for the period of 5/15/18 to 9/30/18. This would work out as one trip per site for these 4 1/2 months. For Items 0003 and 0004 there are again 7 and 9 trips but the period is now 1 year, from 10/1/18 to 9/30/19. Based on the requirement of semi annual maintenance trips shouldn't the quantities for these line items be doubled, ie, 14 for Item 0003 and 18 for Item 0004? This same question applies to Items 0005 & 0006; 0007 & 0008 and 0009 & 0010. Item 0011 and 0012 are again for less than a year and the quantities are 7 and 9 which appear to be correct for a single maintenance trip. Items 0013 and 0014 are for quantities that should be changed to 7 and 9 as they are again based on a portion of a year.
Answer: Quantities have increased for 12 month options.
7. Please clarify if any Performance or Payment Bonds are required for this project.
Answer: Performance and Payment Bonds are not required for this service contract.
