Questions and Answers: 3
1. The SOW Paragraph VI C states that spare parts to be kept on site for emergency repair purposes shall be as per Attachment A. Please verify that if spare parts presently exist on a site that meet the requirements of the Solicitation of furnishing the spare parts as per Attachment A is fulfilled.
The SOW states that the list of spare parts to be kept on site should be determined by the contractor during the pre-proposal visit. In making the attachment, the Bureau was trying to ensure that we had enough parts for emergency repairs.
2. The SOW Paragraph VI C and D states that the spare parts to be maintained are per Attachments A and B with Attachment A being on each site and Attachment B being off site. The List of Equipment as per Attachment A and B are extremely excessive for what is required for maintenance purposes and if required to be included by the Solicitation would add hundreds of thousands of dollars to the bid. For example, Attachment B in Amendment #2 lists every component to construct an electrified fence from scratch. The items on this list are not needed for Maintenance. Also note the Attachments do not list quantities. We propose modifying the Attachments in the Solicitation to conform to the Exhibits attached per these questions. Note that our Exhibits contain quantities. Please consider replacing the Attachments per Amendment #2 with the attached Exhibits.
The Bureau is trying to make sure that the contractor had spare parts to make sure that repairs could be made, if a catastrophic event occurred. That is why the list of spare parts is so lengthy.
